  • CLFN people are of Ojibway, Cree, and Oji-Cree
    ancestry (late 1800 settlement)
  • CLFN Reserve Settlement est. 1943 due to
    increased employment from timber activity
  • Current reserve located 42 km west of Hearst in
    Calstock, ON
  • Population of approximately 1276 members (718 ON
    RESERVE 558 OFF

  • Member of Matawa Tribal Council
  • PTO Affiliation Nishnawbe-Aski Nation
  • CLFN Government consists of a Chief and six
    Councilors elected every 2 years under
    guidelines of Indian Act
  • Councilors are assigned a portfolio(s) covering
    programs/services for which they are responsible
    to oversee
  • Portfolios are in place to help streamline
    administrative and political functions

  • Numerous facilities on-reserve that enable CLFN
    to bring quality health, education, social and
    economic programs to its members
  • Community/Recreation Complex est. 1999, houses a
    large gymnasium for youth

  • Day Care Centre
  • Elders Completx Programs (lunches,
    story-telling, voice)
  • Economic Development (Amik Logging, Weekoban,
    Tourism, Eagles Earth)

CLFN FOREST-BASED ECONOMY
  • Amik Logging
  • Previously known as Mammamattawa Inc. est. in
    1998
  • Provides training for CLFN members in harvesting
  • Operations cut, skid, de-limbing, road
    construction management, hauling timber to mills
  • Employs about 17 CLFN members with hopes of
    increasing these numbers with the NBI
  • Weekoban Inc.
  • Developed as a result of the Potter Station Power
    Co. Inc./TransCanada Energy Ltd. agreement
  • Responsible for carriage of wood waste from the
    producers' lumber operations (Lecours, Columbia
    Forest Products, and Tembec) to the generating
    facility.
  • Lecours Lumber
  • Lecours sawmill is located on reserve
  • approximately 60 of 120 employees at the mill are
    CLFN members

NORTHERN BOREAL INITIATIVE
  • Est. in 2000 as result of commitments from
    Ontarios Living Legacy (1999 Ontario Forest
    Accord), Partnership for Public Lands and First
    Nations commercial interest
  • NBI is First Nation-driven process for resource
    development and planning opportunities north of
    the AOU
  • Community-based Land Use Planning approach
    designed for use with NBI based on expectations
    of Provincial Government and First Nations
  • CLUP founded upon sharing responsibility,
    applying local knowledge in decision-making and
    full consultation with First Nations
  • NBI is vehicle for First Nation economic
    development, local capacity building, ecological
    sustainability, the preservation of traditional
    activities and way of life.

Opportunity Study
  • PURPOSE OF NBI STUDY
  • Undertake detailed employment profiles of 4 First
    Nation communities (CLFN, Aroland, Eabametoong,
    Martin Falls)
  • Develop complete fact report on potentially
    implicated SFLs
  • Community consultations benefit-impact analysis
    of potential forestry development in NBI area for
    First Nations
  • Assess the potential for cooperation and JVs
    between CLFN and other First Nations, as well as
    SFLs

NBI STUDY OBJECTIVES
  • Review update CLFN Phase 1 Report, Community
    Centred Dialogue and Basic Information Gathering
    Project
  • Produce community profiles for CLFN, Martin Falls
    First Nation, Aroland First Nation, and
    Eabametoong First Nations, as well as
    non-residents (population, work force, forestry
    activities, etc)
  • Produce SFL profiles for Hearst, Kenogami, Ogoki,
    Gorden Cosens, and 5 FMUs in Wawa District
    (corporate structure, ownership, work force,
    interest in NBI, experience and willingness to
    work with First Nations)

NBI STUDY OBJECTIVES
  • Prepare forestry and related training program
    proposals to submit to funding agencies for
    potential employment training
  • Examine social programs to help individuals and
    communities to cope with natural resource-based
    economic development
  • Research emerging opportunities in Bio-Mass,
    value-added and NTFPs
  • FINAL OUTPUT
  • Prepare a Directional Plan for NBI development
    for CLFN and
  • Develop a Blue Print for engaging in
    development by CLFN and the other 3 First Nation
    communities (Joint Venture)

PROJECT MILESTONES
  • June to August Visit communities and SFLs to
    administer surveys and develop profiles Prepare
    interim report for Forestry Futures Trust
  • November-December Draft blueprint for each
    community draft directional (business) plan for
    partnership between First Nations
  • January March Hold community and SFL
    consultations to build consensus on blueprint
    and business plan write/distribute final plan.

STUDY PROGRESS TO DATE
  • Developed the SFL survey to complete the SFL
    profiles identified in objectives (will
    administer in June/July)
  • Currently drafting the Community Profile survey
    for First Nations (will administer in July)
  • Presently updating CLFN website for NBI
    development
  • Gathering information for Interim Report (Phase
    1, Phase 2, NBI Opp. Study, exploring other
    forest-based markets)
  • In talks with the other First Nations for NBI
    partnership however it has been identified that
    they are not as active with NBI as CLFN
    (consultations will continue)
