Title: Environmental innovation in power and water infrastructure
1Environmental innovation in power and water
infrastructure
- Kelly S. Lail
- 26 February 2008
2- Investments in Canada and the United States
- Total assets 6.5 B (consolidated as of Sept. 30,
2007) - Revenues 3.4 B (last 12 months ending Sept. 30,
2007) - 30.6 per cent ownership of EPCOR Power L.P. --
Canadas largest power Partnership - Canadian Top 100 Employer for eight consecutive
years
3Custom power, water and environment products
- EPCOR offers customized products and services to
large commercial, industrial and government
customers across our target markets, and manage
wholesale power and gas positions. - EPCOR operates three 24-hour real-time trading
desks for optimized load management of
Ontario/U.S. Northeast, Alberta, and the Pacific
Northwest. - Among EPCORs products are EnVest Green Tags,
through which customers can acquire the
environmental benefits associated with generating
electricity from a low-impact renewable resource. - The EnVest Energy Efficiency Program, which helps
large customers reduce energy consumption, save
money, and make a positive impact on the
environment.
4British Columbia
- EPCOR operates water and/or wastewater treatment
systems in five British Columbia communities,
including a facility that removes heavy metal
pollution from water at the historic Britannia
Mine. - EPCOR also owns and operates two hydroelectric
stations in the province, and operates three
EPCOR Power L.P. facilities. - EPCOR operates more Independent Power Projects
(IPPs) in BC than any other company.
5Britannia Mine
- EPCOR designed, financed, built, and has a
20-year contract to operate the new Britannia
Mine water treatment plant. - The result of a unique partnership with the
Government of B.C., the facility captures acid
rock drainage from the abandoned Britannia Mine. - In its first year, the facility treated 4 billion
litres of water and removed 255,000 kilograms of
copper the equivalent of 30 million pennies. - Other contaminants such as iron aluminum,
cadmium, manganese and zinc also removed acidity
of water neutralized. - A micro-turbine powered by the outflowing mine
water is used to help power the treatment plant. - Britannia Beach is situated on the Sea-to-Sky
Highway on Howe Sound. Significant development is
planned in the area 500,000 visitors a year are
expected at the B.C. Museum of Mining in the
run-up to the Vancouver 2010 Olympic and
Paralympic Winter Games.
Recognition EPCOR and the B.C. Government
received a Gold Award (infrastructure category)
from the Canadian Council of Public Private
Partnerships in 2006 for the construction of the
Britannia Mine Water Treatment Plant. The
facility ended a century of heavy metal pollution
in B.C.s Howe Sound, and stands as a model for
public private partnerships.
6Williams Lake
- Williams Lake Power Plant is a wood waste fueled
electric generating plant. - Each year the 65 MW plant uses 600,000 tons of
wood waste from local sawmills that would
otherwise be burned or landfilled. - The state-of-the-art facility is one of the
largest biomass power plants in North America. - Continuing operations provide 28 full time jobs
for area residents with operations support
creating approximately 20 to 30 secondary jobs,
such as truckers and maintenance contractors. - Located in the Cariboo region, the town of
Williams Lake, population 11,150, is the largest
urban center between Kamloops and Prince George. - The Williams Lake Power Plant is the largest
single contributor to the communitys property
tax base.
Williams Lake is one of North Americas largest
biomass power plants.
7Mamquam
- EPCOR Power L.P.s Mamquam Hydroelectric Power
Plant is situated on the lower Mamquam River,
approximately 50 kilometres north of Vancouver. - The 50 MW, run-of-river facility is located near
Squamish at the north end of Howe Sound. - Additional generation from water that would
otherwise have been spilled. - Temporary increase in water license from 23.45
cms to 30 cms - 6 MW additional output, 18,000 MWh
- No changes to physical works
- No environmental, fish or socio-economic issues
- Permanent application in process

8Queen Charlotte
- Queen Charlotte Power Plant is located about 50
kilometres southwest of the community of Sandspit
on Moresby Island on Haida Gwaii. - The 6 MW, reservoir-based facility is a critical
component of the electricity supply
infrastructure of the islands Sandspit grid,
providing approximately 80 of the areas
electricity. - Planning additional clean and renewable resources
to phase out the current diesel generation - Hydro
- wind

9Summary
- Key drivers supporting energy and environmental
innovation - Market demand and educated consumers
- Clarity in government policy (regulation, market
rules, taxation) - Equitable risk allocation needs to recognize the
state of development of the market - Wood waste vs gas market
- Business and government working together delivers
results - Britannia Mine Water Treatment Plant
- Williams Lake Bioenergy Plant
