THE 2004 TRAFFIC MANAGEMENT ACT (2004 TMA)
The 2004 TMA does not replace NRSWA 1991- It
adds to it.
It tightens the regulatory framework under 1991
and gives new powers to Highway Authorities.
Objective of Act To reduce disruption and
inconvenience caused by either volume of traffic,
incidents or works

Why TMA ?
  • Road traffic has increased enormously (84
    increase between 1980 and 2006)
  • More than 33 million vehicles registered in the
    UK -more two car households than no-car
    households
  • Growth projections suggest additional congestion
    costs of 22 billion every year in England by
    2025
  • 85 per cent of people tell us that congestion is
    a serious or very serious problem for the country
  • Safety has improved (on target to meet 40 target
    by 2010)
  • Climate change concerns (exacerbated by driving
    styles, road design) increasingly prominent in
    our minds

  • Authorities are required to manage their road
    network to secure the expeditious movement of
    traffic on their network and to facilitate the
    same on the network of others

Underground Assets in the UK The Scale
  • 275,000 km of gas mains
  • 353,000 km of sewers
  • 396,000 km of water mains
  • 482,000 km of electricity cable

  • an estimated 2,000,000 km of BT and cable
    companies (20 in central London alone)
  • highway drains and surface water sewers
  • traffic management cabling (lights, signs, etc)

Records Code of Practice
  • Changes will only happen if they are backed by
    legislation
  • It is time to review the Records regulations and
    Code of Practice
  • HAUC Records group will validate the findings of
    NUAG and build on them to ensure the solution is
    workable.

  • Steering Group to manage programme of work and
    ensure right strategic direction
  • 5 Working groups to provide detailed expertise,
    validate NUAG findings and draft Regulations and
    CoP recommendations and ensure they are robust
    and workable
  • 1 group will look for existing Best Practices and
    introduction as early wins
