  --  Assure the Director of Information
Management (DOIM), in coordination with US Army
Information Systems Engineering Command
(USAISEC), performs the following
activities    ---  Obtain and submit user
information systems requirements, in functional
terms, along with an information systems cost
estimate for each proposed project.       ---
Witness operational tests and advises
installation on acceptance of the information
system portion of the MILCON project.      
--- Review, mark-up, and approve design
documents for information systems.

   --  Obtain ISEC certification prior to
submission of the project MCA DD Form 1391 to
HQDA. o       -- Obtain USACE certification

(equipment furnishings) for Support MILCON
projects. Ensure all non-construction funded
requirements related to the project have been
identified and properly programmed -- Certify
all MCA DD Forms 1391 .

   --  Program OPA/OMA tails (mission equipment
furnishings) for mission MILCON projects where
subordinate units are user/tenant. Ensure all
non-construction funded requirements related to
the project have been identified and properly
programmed. .       -- Coordinate with
installations, Regional Offices, and ACSIM on
MILCON projects and monitor programming and
execution. Issue MACOM Commander's MILCON
Program Guidance to Regional Directors for
missions and objectives.

project submitted and provide certification to
Region.     -- Provide current information
systems cost estimates, including associated cost
and other appropriations based on the design
documents -- Provide and maintain
information system cost in the PAX Information
System Cost Estimator (ISCE).

DCSIM / DOIM Related Issues
  • CIO/G6 has a Direct Reporting Unit called NETCOM
  • DOIMs will work for the installation with
    technical guidance from NETCOM
  • NETCOM will collocate support activitities at the
    Installation Management Regional Director
    activity
  • The Regional NETCOM activity will have
    responsibility for providing oversight for DOIMs
    in the region, insuring that the appropriate
    level of support is being provided to the
    installation

DCSIM / DOIM Related Issues - Staffing
  • Part of the MACOM C4/IT staff will remain to act
    as the CIO for the MACOM in pursuit of their core
    mission
  • Others will go to the Regional NETCOM activity to
    do functions similar to those done at the MACOM
  • ISEC-FDEO will continue to provide support to the
    DOIM and the Installation Management Regional
    Director (MACOM will not own installations/propert
    y)
