Title: The international Solar Mobilization Fund SMF

1
The international Solar Mobilization Fund SMF
  • E.H.du Marchie van Voorthuysen
  • TREC and GEZEN (The Netherlands)
  • The idea of SMF is coming from Franz Trieb,
    DLR-Sokrates document AP 1.3.

2
Solar Mobilization Fund
  • The Feed-In system for subsidizing renewable
    energy sources
  • California SEGS-I 1985 Solar-CSP 24
    cts/kWh
  • California SEGS-IX 1991 Solar-CSP 12
    cts/kWh
  • Spain 2005 Solar-CSP PV 22
    cts/kWh
  • Algeria 2004 Hybrid gas/CSP 5
    cts/kWh
  • Germany 2004 Solar-PV
    50 cts/kWh
  • Germany 2004 Wind 9.1 cts/kWh
  • Germany, Denmark Feed-In law Huge
    amount of wind power
  • Netherlands, UK no feed-in law Low
    density of wind turbines.
  • Conclusion Feed-In is the best method!

Solar Mobilization Fund
  • Feed-In how does it work?
  • for example Wind
  • Players
  • Project ( owner/operator of a turbine)
  • Grid Company ( owner of the electric grid in the
    region of project)
  • Government ( making the laws)
  • Investor ( banks and people with shares in the
    turbine)
  • Law Project and Grid Company are forced by
    law to make a
  • contract Project can sell all
    electricity for a fixed price
  • (f.i. 7 cents/kWh) to the Grid
    Company during a certain time
  • (f.i. 20 years). As soon as
    Project starts, the contract is
  • immune for political changes.
  • Effect 1 The risk is small, Investor accepts a
    moderate interest
  • Effect 2 All clients of Grid Company subsidize
    the Project.

Solar Mobilization Fund
  • Problem with CSP in MENA
  • Most MENA countries have a poor population. It
is not fair that the electricity consumers in
    Cairo should subsidize CSP stations.
  • Solution
  • Let the rich world subsidize CSP by means of
    the
