• Threat of world-wide epidemic that could decimate
  entire regions, and impair or stop DoD
  operations
• Weve been directed to by SECDEF.

  synchronizer for Pandemic Influenza Planning.
• SECDEF approved USNORTHCOM CONPLAN 3551-07 on 15
  Oct 2007.
• CONPLAN 3551-07 tasks the Services!

3551-07 Specified Service Tasks

• Build Installation Level PI plans in specified
  format
• Share installation plans across Service
  components, as required, to ensure coordinated,
  synchronized effort
• BPT respond to COCOM PI requirements as directed
  by JS (medical, 1st responder, DSCA)

• ID potential 2nd/3rd order effects of PI on
  ability to sustain ops, provide FHP maintain
  installation support requirements
• Address impact of absenteeism social distancing
  on COOP impact on key population
• Submit resource requirements to USNORTHCOM for
  biennial Installation planning conferences, TTXs,
  coordination visits

• With DLA, ID critical supplies required to ensure
  COOP
• Complete DoD Implementation Plan (DIP) tasks
• Develop complementary health service support
  complementary FHP construct w/ GCCs in
  accordance w/ ASD(HA) FHP guidance

• Assess Reserve Component (RC) availability for
  mobilization in Pandemic environment (MRA
  MARFORCOM, MARFORRES)
• Coordinate w/ Private Sector other government
  organizations to assure continuity of Defense
  Critical Assets
• Plan quarantine operations IAW (yet to be
  released) ASD(HA) policy.

3551-07 Implied Service Tasks

• 322 implied Service Pandemic Planning tasks from
  CONPLAN 3551-07, currently tasked to HQMC
  Marine Corps Forces for validation.

3551-07 Specified Implied Service Tasks

• HQMC (PPO, PSH) staffed Specified Implied
  Tasks to all MARFORs and other sections of HQMC
  for validation.
• Validated tasks will form bases of MCO for
  Pandemic Preparation.

USMC Way Ahead

• MARADMIN 694-07 (Nov 2007) is Warning Order for
  MARFORs and their Installations to initiate
  Installation Level Plans in compliance with
  USNORTHCOM CONPLAN 3551-07
• SECNAVINST, followed by implementing Marine Corps
  Order, will provide further guidance
• Security Division Disease Containment Pilot
  Program will develop model Base Pandemic Plan
• MARFORs, MCI-East MCI-West and Training
  Commands have initiated planning. SECNAVINST/MCO
  will add depth to these planning efforts, but
  will not change mission, basic assumptions or
  format.
