What is the Private Security Industry Regulatory
Authority in a legal sense?
- It is a -
- 1. Statutory
- 2. Semi-Autonomous
- 3. Self-Funding
- 4. Organ of State
- 5. With the status of a juristic person
- (it exists independently from its members or
personnel) - Charged with executive responsibility to exercise
control over the private security industry, as
represented by security service providers, in
terms of its statutory objects and by using its
statutory powers

PRIMARY STATUTORY REGULATORY FUNCTIONS
- The registration of applicant security service
providers and maintenance of a computerized data
base consisting of all registered security
officers and security businesses. - As part of this process the screening of all
persons wanting to enter into the private
security industry both as employers and
employees. - The overseeing of quality assurance of training
standards. - The inspection of security service providers in
order to determine the level of compliance with
all statutory and common laws applicable to the
occupation of security service providers.

General legal basis for the existence of the
private security industry
- South African Bill of Rights, inter alia,
provides for fundamental rights to human dignity,
life, freedom and security, privacy and the right
not to be deprived of property - Protection afforded to these rights by State
agencies as well as legitimate self-protection - Security service providers has become an
instrument for lawful individual and corporate
self-protection - Its strategic importance in the fight against
crime is self-evident

It is (at 13 per annum) one of the fastest
growing industries in our country from a human
resources point of view It has an estimated
annual turnover in excess of R30 billion gives
employment to hundreds of thousands of
people Presents lucrative opportunities for
entrepreneurs and investors to be involved in
marketing a service for which there is a
significant demand and Provides protection to
assets and economic resources worth hundreds of
billions of Rands.

THE ROLE OF THE PRIVATE SECURITY INDUSTRY
- The main function of the industry is to provide
increased protection for the rights to property
and to person. - Profit motive and is accountable to its clients
only. - The industry generally seeks to prevent crime in
a pro-active manner (problem avoidance rather
than apprehension and prosecution).

trustworthy and competent security industry which
is optimally capable on contributing to the
achievement and maintenance of sufficient levels
of safety and security in our country. - Ensure that the industry act in the public and
national interest. - Promote a security industry which is
characterised by professionalism, transparency,
accountability, equity and accessibility. - Promote high standards in the training of
security service providers. - Regulation generally intends to cause the private
security industry to become and remain a valuable
partner to the public police in dealing with crime
