  accounting and resulting need for access to
  accounting information
• Implement an efficient and cost effective
  solution to serve all stakeholders
• Standardize, integrate and streamline the
  financial management functions of NYS

  provided to stakeholders

  done through a FMS (either your own or one you
  obtain use of).
• -All FMSs that interface with CAS must comply
  with CAS specifications
• -There will be no direct entry into CAS by
  organizations outside OSC

• Chaos, ambiguity, lack of knowledge are facts of
  the real world for everyone
• Implications
• Approach and system needs to be flexible to
  respond to uncertainty
• We can not analyze until all lack of knowledge
  is eliminated we must find ways to contain
  the lack of knowledge, so we can move forward
  despite uncertainty
