7Emergency Warning Broadcasting System
- The objective of AIR/DD is to inform educate
and entertain in normal times - Broadcast systems to be used for Disaster warning
/ disaster mitigation and relief operations - Natural Calamities like floods, cyclones Tsunami.
Earthquake, Bad weather - warning for fishermen
about rough sea
8Outline of Public Warning System on Broadcasting
- Broadcasting have 2 functions in DM
- Gathering / Receiving info from DM agencies
- Delivering information to the public
- Outdoor receiver with loud speakers
- Difficult to hear the sound indoors
- Disaster Alerts and Info via broadcasting is
useful for Disaster Mitigation
9Proposed Satellite Based Disaster Warning
Dissemination Systemon DD Direct DTH Platform
- In Emergency EWS Control Signal automatically
activates the receiver equipped with EWS
functions (even when they are on stand by mode - EWS signal to carry area code as well as time
code - In digital broadcasting, the EWS signal is
transmitted by multiplexing with broadcast wave.
It automatically activates the receive equipped
with EWS function. - Cell phone also to have this receive capability
10Telecommunication Network for DM
- In emergency, the PSTN Network have congestion
problem - Important to have independent radio communication
network

13ITU Recommendations Emergency Warning
Broadcasting System
- Responsible agencies should prepare procedures
and routines to send information on Public
Warning, Disaster Mitigation and relief to
transmitting stations or Network Distribution
centers in accordance with agreed signal protocol
- The Broadcast transmitters and receivers should
be equipped to receive material prepared by DM
Agency - The System for transmission and reception should
include the possibility for forcing suitably
equipped and suitably primed receivers (whether
switched on or in standby mode) to present
programme material for disaster mitigation and
relief without intervention from the listener or
viewer so that all citizens can become informed
of a possible disaster within the shortest
possible period of time with a robust mechanism
against abuse of this feature
14Proposed Satellite Based Disaster Warning
Dissemination Systemon DD Direct DTH Platform
- Develop by DD jointly with IMD Dept. of Space
- Can disseminate WM in real time to multiple
receive - locations spread over large Geographical area
- Each receive location has a unique address
- Can be triggered individually or group wise
15Proposed Satellite Based Disaster Warning
Dissemination Systemon DD Direct DTH Platform
System Overview
- 5 VSATs to be installed at DW issuing centers
of IMD - Delhi, Kolkata, Mumbai, Chennai 1 at DD hub at
Dehi - Existing Hub of DMS at MHA at Nizamuddin
- Supported by EDUSAT

18Proposed Satellite Based Disaster Warning
Dissemination Systemon DD Direct DTH Platform
- Head-end Software server for DWM
- 4 server at DMS - VSAT system PCs
- Located at DW issuing centers of IMD
- DVB encoder / modulator RF Transmission system
will be integrated with DD Hub at Delhi - DTH based DW receiver system at remote sites
19Proposed Satellite Based Disaster Warning
Dissemination Systemon DD Direct DTH Platform
- Warning Message data received through DMS Network
at DD Hub Delhi is fed to the auxiliary data -
in port of the existing encoder. The received
audio out signal is also connected to an encoder
for DVBS MPEG 2 encoding - The warning data is sent in all the carriers as
well as the carrier contents warning audio
channels. The encoded warning data and audio
channel is modulated and up-linked to the
satellite by DD-Direct DTH uplink system.
20Proposed Satellite Based Disaster Warning
Dissemination Systemon DD Direct DTH Platform
- DW STB / IRD for receiving DTH warning
dissemination services through satellite - Audio / Video on TV Sets
- Audio amplifier and speaker are also incorporated
in to the DW STB for warning dissemination
