Purpose
  • To provide Aviation Commanders keen insight into
    our Corps enlisted staffing challenges in
    support of their deploying units and their
    enlisted Marines.

Aviation Staffing - Significant Concern for
Enlisted Assignments

MMEA Aviation Manpower Facts
  • Aviation Op / Deptempo Remains High
  • HMLA Squadrons strain available inventory
  • USMC A/C Transition MV-22, UH-1Y and KC-130J
  • CVN - USMC F/W Squadron Deployment
  • Unannounced / Untimely MCBul 3120 schedule
    changes
  • Zero visibility of deploying avn dets size /
    composition
  • Assignments per Staffing Goal - unit must make
    maximum use
  • Net Effect - late arrival (post lock-on) of
    select MOS
  • MMEA strives to ensure, at minimum, unit
    leadership on deck prior to start of
    Pre-deployment Training (PTP)
  • Staffing lock-on for avn units is D-180 for
    FY09-1
  • D-90 days for EA-6B
  • Future Impacts - Avn Transition Plan, MARSOC

Communication w/MMEA is vital for your staffing
synchronization/success or mission failure.

MMEA Aviation Manpower Issues
  • Deployment Staffing Report (DSR)
  • Timely and accurate submission by G-1 is key
  • Marine Corps Total Force System (MCTFS) -
    accurate Info
  • Overseas Control Date, Stab Codes, AMOS, etc. -
    lean on your IPACs
  • Reassign EAS non-deployables
  • HQMC PCS / PCA orders Not Optional
  • G-1s notify MMEA of individual/unit problems ASAP
  • TAD / FAP Assignments - count toward your
    staffing goal
  • MMEA does not assign replacements
  • Enlisted Retention / Extensions
  • COs RELM recommendations / comments - important
    and submit early
  • Marines and Special Duty Assignment
  • Inventory cannot always support a timely
    replacement - 61/62xx
  • School graduate replacement - leadership
