Settlement of Zuni vs. DOI

• Formed a Tribal/BIA Workgroup to develop DCSC
  Policy (CSC Policy)
• Policy completed and presented to ASIA in 2006
• ASIA approved/signed on March 8, 2006
• Implemented in FY 2007

CSC Policy Includes

• Three Pools of CSF
• Established Stable Recurring CSF for Tribal
  Contractors (no longer annual pro rata
  distribution)
• Permanent Tribal/BIA CSC Workgroup

• Pool One Indian Self-Determination Funds (ISDF)
  Start up and CSF for New 638 Contracts
• Pool Two Main Contract Support line item for
  the existing contracts (earmarked)
• Pool Three New Appropriations

Stable CSF

• Established recurring funding using actual FY
  2006 Indirect Cost need
• Paid full Indirect in FY 2007
• Paid DCSC for the first time _at_ 1.87 of need.
  (Based on Salaries)
• Tribes will receive the same amount in FY 2008
  and beyond unless new Approp. are available.

• Monitor implementation of the Policy
• Make recommendation for modifications to Policy
  to the D-BIA and ASIA.
