• 46 of inmates are substance abusers
• 11.2 of current inmate population is
  incarcerated on drug related charges

The Programme

• Has been in gestation stage since 2004
• Is being developed with the assistance of OAS
  NCDA
• Target group is all inmates serving 1-3 years
  all juvenile offenders
• Pilot to be carried out at T.S.A.C.C.

• To prevent and minimize the incidence of
  Substance Abuse and provide a Treatment and
  Rehabilitation Support System for custodial
  clients of the DCS

• To conduct a Situational Analysis Exercise
• Use findings of Situation Analysis to design
  training programme
• Conduct designed training programme - 3 mths.
