EPA Member States - Initiate/accelerate identification of assistance
needs for implementation of EPA

5Key Terms Used in Workshop
- Short-term assistance needs
- Term used in connection with assistance needed
soonest in the ongoing negotiations/by
negotiating groups (i.e. until conclusion of EPA
by end 2007) - covered already by ongoing assistance programmes
(EDF 9 ending 2007, other donors) - Medium-term assistance needs
- Term used in connection with assistance needed
for implementation of EPA (i.e. as of January 1,
2008) - Not yet covered under existing programmes
- ? new EDF 10 (2008 13) required
6Key Terms Used in Workshop (Cont.)
- EDF
- European Development Fund
- - EDF supports EU assistance to ACP countries
- - 9th EDF ends 2007
- - 10th EDF (2008 2013) preparation in process
- Inputs for 10th EDF related to EPA
- - Information on medium-term assistance needs
which should be covered under the funding of the
new EDF 10 - - Deadline for submission to EC September 30,
2007 !!!
7Approach for Workshop and Needs Identification
process
- Basic situation
- No EC prescription for EPA related inputs to EDF
10 - SADC EPA MS to come up with own proposal for
needs - If SADC EPA does not come up with identified
needs ECs promissed support of 50 M (and more
if needed) is at risk - SADC EPA Unit helps with workshop and coaching,
but MS must do their work - ? We all are therefore doing pioneer work
8Approach for Workshop and Needs Identification
process (Cont.)
- Key factors for a successful work
- Participatory approach between stakeholders from
public and private sector, civil society and
academia in MS and the SADC EPA RPTF) - Demand driven / locally owned process
- In view of very short time left (Sept. 2007)
pro-active engagement of all MS absolutely
necessary - ? We therefore invite all actors to actively
participate in the provision of inputs!
9EPA Implementation and 10th EDF
- 1) EPA negotiations and development component
- EPA negotiations between EU and SADC EPA 2004
2007 - (incl. 1 year interruption 2006-07)
- EPA to be signed by end 2007, no waiver to be
expected!!! - Content of Agreement to be pro-development (will
have development chapter) - However
- Financial development support not in EPA itself
- but reference to the financing instruments
included - Funding of assistance needs for implementing EPA
under 10th EDF (and other financing
instruments/donors)
10EPA Implementation and 10th EDF
- 2) EPA implementation and development component
- Implementation to start January 1, 2008
- EU supports implementation (EDF 10)
- Provision of inputs for 10th EDF funding required
by Sept. 30, 2007 (see Action Plan)
11EPA Implementation and 10th EDF
- 3) Funding of SADC EPA implementation under EDF
10 - EC will support content of the Agreement
- Once content is known, needs can be identified
- Once needs are known, resources can be identified
and mobilised (if no needs made known by Sept.
2007 ? no or only small assistance budget!!!) - Preliminary budget estimate for EPA
implementation 50 mn Euro (expandable, if
needed) (see RSP/RIP) - Duration of EDF 10 2008 - 2013
12EPA Implementation and 10th EDF
- 4) Provision of inputs for EDF 10
- Deadline Sept. 2007 (see Action Plan)
- ? Provision of inputs absolute priority task
- All Member States to contribute in time !!!!!
- (Any delays at individual MS level may
jeopardise the whole process of securing funding
resources for the whole SADC EPA group of
countries)
