Pillars of Public Procurement
  • We studied the concepts and value of public
    procurement in Phase 1. and reviewed them in
    Phase 2. Now all we need is a reminder of the
    pillars of public procurement.
  • Accountability To establish clear lines of
    responsibility in decision-making structures
    and to provide for internal audit checks.
  • Responsiveness To evaluate and respond to the
    public interest.
  • Professionalism To improve individual and
    system.
  • Competition To attract high-quality national
    and international partners to meet public
    needs through contracts and,
  • Appeal rights To redress meritorious
    grievances of suppliers and correct system
    failures.

  • Major responsibility of the public buyer are-
  • Follow national rules and regulations, and
    international laws when applicable.
  • Abide by all policies of the procurement
    organisation.
  • Assume accountability for procurement decisions.
  • Contribute to the transparency of procurement
    processes.
  • Create and maintain appropriate relationship with
    suppliers.

  • Preserve the highest standards of honesty,
    integrity, impartiality and objective.
  • Be fair, efficient, firm and courteous.
  • Comply with highest professional standards in the
    award of contracts, by competition in accordance
    with international standards.
  • Provider clear performance specifications where
    possible to encourage innovation.
  • Refer where possible to international or other
    approved standards
  • Provide potential bidders with all information
    necessary to respond to the invitation to bid in
    sufficient time to enable them to submit a
    considered response.

  • Manage the solicitation process in a way that
    minimises burdens on suppliers.
  • Show clearly within the solicitation documents
    the criteria to be used for the evaluation of
    applicants to bid and for the contract award
    and use only those criteria to make decisions.
  • Including within the contract specification clear
    procedures for performance measurement, contract
    variations and dispute settlement.
  • Debrief bidders after the contract has been
    awarded.
  • Comply fully with the terms of the contract,
    including the terms of payment.
  • Comply with the highest professional standards in
    the management of the contract.
  • Respond promptly, courteously and efficiently to
    enquiries and complaints.
