  • BACKGROUND
  • Years ago Mozambicans
  • needs were quite simple
  • Acquisition of physical assets
  • Training inspectors and other staff
  • Legislation and sanctions at
  • international standards
  • MCS system fully operational as the executing arm
    for fisheries management.
  • SINCE 2006 Mozambique
  • Started to enhance its capacity by
  • Introducing new MCS approaches to stop IUU
    fishing
  • Training both fisheries managers and inspectors
    in the importance of MCS
  • Chartering a coastal patrol boat
  • Revising legislation and operational procedures
  • Committing to active participation in regional
    and global issues.

RE-IUU FISHING. 
  • The quality and detail of inspections has
    improved immensely by bringing many misreporting
    incidents and possible transshipment at sea to
    our attention through comparisons of data from
    inspections and landings.
  • All nets on board are checked during at-sea and
    port inspections

  • During the training course several vessels were
    inspected and found in an IUU situation.
  • Although initially hostile, vessel masters are
    now generally compliant when they are inspected.

FOR IUU FISHING 
  • The VMS system, although with a few technical
    problems, has enabled us to detect infractions by
    several vessels.
  • Mozambique is currently testing a sub-regional
    VMS to reduce costs and enhance regional
    information sharing.

  • In conjunction with RFMOs analyze if the vessel
    is authorized by the flag state to fish in third
    party waters
  • Analyze vessel history on IUU activities, names,

NONG JYI LIH
  • Arrested during joint patrol (MZ-SA) after
    several hours of pursuit
  • High fine - never paid
  • Vessel sold by court
  • The owner bought his own vessel on tender (no
    longer permitted)
  • Did not remove the vessel and it is still in
    Beira sunk at dockside
  • Later came to Fisheries requesting for new
    license with the documents of Nong Jyi Lih, but
    for another vessel . Nomar I.

NOMAR I
  • The vessel was not licensed because was found
    some confusion on the vessels identity and IMO
    number it claimed to be the Nong Jyi Lih but
    was a different vessel
  • Further, we realized that the vessel Nong Jyi Lih
    still was in Port Beira
  • The vessel found out about the detailed
    investigation and escaped.

OTHER MCS MEASURES
  • Full implementation of pre-fishing briefings FFVs
    to ensure awareness, ID verification of
    Operators, signed understanding of briefing re
    TOCs and regulatory changes, etc.
  • EEZ entry and exit reports enforced
  • Port entry permission and exit reports enforced
  • Regular catch and VMS reports enforced
  • No activities on port entry until full
    inspections and assertion of non-IUU status
  • Full landing documentation checked against
    reports.
  • Terms and Conditions of Licenses to ensure
    understanding and promote compliance

Global and Regional Mozambican Efforts
  • Active participation of Mozambique in recent
  • global and regional actions
  • FAO PSA meetings to establish an ALL AFRICA VOICE
    for discussions on the agreement
  • Hosting of two wide regional meetings on IUU
    issues
  • Implementation of SADC Fisheries Ministers'
    Statement of Commitment Action Plan
  • Sub-Regional VMS testing
  • Hosting of the 3rd GFETW September 2010.

SUCCESS IS NOT WITHOUT CHALLENGES
  • Democracy Government is a social animal and
    essentially poor, private sector is a business
    and rich. State was the industry, now industry
    is private sector. Private sector are former
    State officials and links are sometimes too
    close. Changing attitudes to responsible fishing
    were a challenge, but The Government is realizing
    its responsibility to its clients its citizenry.

  • Governance and transparency changes are always
    gradual in this area and outside foreign
    influences were, and remain a challenge, BUT
    Mozambique is also changing as it commits to
    address its national poverty alleviation plan and
    its international responsible fisheries
    management policies. Mozambique realizes that
    with IUU fishing the eyes of the world are upon
    all countries to commit to deter and eliminate
    IUU fishing.
  • Regional Cooperation The benefits are now being
    seen e.g., SADC Ministers IUU Statement,
    information exchange to power in numbers and one
    voice in negotiating PSA.

OPPORTUNITIES
  • Young, energetic, professional Mozambican
    inspectors
  • Port State Control framework adopted internally
    and Officers appointed and trained
  • Core, highly trained Sea Patrol Unit
  • New equipment acquired (v. g. Scales and weights)
  • Ongoing the development of centralized integrated
    fisheries statistic system (FINSS)
  • Sub-regional VMS.

  • VMS fully functional sub-regional or
    independent
  • Development and implementation of the FINSS
    database and its extension to full value chain
    tracking
  • Training in MCS, NPOA IUU, and FINSS
  • Sea and Air Patrols
  • Fisheries Management Plans for all key fisheries
    finalised
  • Full legal revision and update
  • Operations manual to include the Tuna Fishery
    Monitoring
  • New Patrol vessel for full EEZ coverage
  • Active participation on behalf of all Africa for
    Port State Measures implementation
  • Further Regional Cooperation and Leadership to
    Stop IUU fishing
  • Development of an Informal Heads of Operations
    Regional MCS Operational Network
  • Development and participation in SADC Action Plan
    to implement SADC Ministers Statement of
    Commitment to Stop IUU Fishing, including the
    establishment of a Regional MCS Operational
    Coordination Centre
