3Energy Efficiency Imperative for Change
Todays Policy
- Energy efficiency for Carbon Reduction is high on
the Government and Industry agenda. - Established efficiency methods have been
Installed or are planned to be deployed under
regulations - Cavity wall insulation
- Energy efficiency light bulbs
- Energy efficient white goods
New and innovative methods to reduce energy
usage and carbon emission's are now needed
! Metering Billing has the Capability to
become a significant measure to achieve these
aims.

5Its all about Information
Energy Suppliers
- Provide consumers with accurate energy usage in
their homes - Meter Operators to collect accurate data in a
timely manner - Energy suppliers to use accurate data and display
informative utility bills - Ideally a combination Link of ALL
Metering Industry
Energy reductions, 90M cost savings with 1.5M
tonnes of Carbon Emissions averted
6 The Metering Technology Tool Box
There is a wide choice of industry technology
available for smart metering applications which
ultimately can deliver energy carbon
reductions.via
7 The Tool Box in Action
246v
240v
- Automatic monitoring of energy usage.
- Out of hours usage easily identified.
- Identification of inefficient plant (or plant
usage). - Bill checking
- Power Factor monitoring
- Quality of Supply (voltage and frequency)
monitoring.

Energy savings!
8 SME Commercial Metering
- Part L of the Building Regulations covers
metering under, Monitoring Targeting - Metering and sub metering systems are recognised
as a measure in the (ecas) Enhanced Capital
Allowance Scheme -
- The use of Smart metering is the subject of major
field trials in SMEs, funded by the Carbon Trust.
9Does it Work ?
- The DEFRA Energy Efficiency Action Plan,
states a review carried out for the
Office for Gas and Electricity Markets (Ofgem)
suggests that there is the potential to deliver
energy savings of 510 for many customers
through the use of improved feedback on energy
consumption
This offers a significant root to reduce carbon
emissions in housing!!!
10What metering is required
OPTIONS
- There are many different ways metering technology
can present information for electricity and gas. - There are many ways to communicate information to
the consumer and energy supplier / meter operator
- All can be provided for by BEMCA members
OPTIONS
What is needed are Metering Assets that provide
timely accurate reads which can be
interrogated by customers or suppliers on demand!!
11How we move forward
Stated in the Action Plan - We (Defra)
recognize that billing and metering offer
opportunities to help customers manage their
energy more effectively and that any problems
with the current arrangements need to be
addressed. Ofgem, DTI and Defra will
therefore review the current situation under the
auspices of their Joint Working Group on Energy
and the Environment by the end of September
2004 We would very much wish to involved in
assisting in the identification of current
problems and barriers and in helping to deliver
solutions
