Who drives local Economic Development?
  • Business, industry , local or central government.
  • There are many models internationally
  • - centrally driven
  • - local authority dominated
  • - organic needs based
  • What tends to happen is someone reacts to a
    vacuum by leading an initiative
  • Specific structures tend to reflect historical
    factors and endorsements, such as a regions
    size, governmental structure and/or legacy
    organisations

My Experience
  • All parts of a community have a critical role to
    play
  • Those roles are distinct
  • The key challenge is getting the balance right
    and the roles clearly defined.
  • Local development is based on promoting local
    approaches to local conditions
  • There is no single model of how to implement
    local development, no blue print of what
    strategies or actions to adopt.

  • Central and Regional Government are incredibly
    important in providing the Strategic framework,
    resource and environment
  • But it is at a local level that strategy and
    action come together. Where the rubber hits the
    road.
  • It is at a local level connectivity is made.
  • And where collaboration is an EDAs most
    effective tool.

Conclusions
  • Connectivity is made at a local rather than a
    national or regional level.
  • You cant do without it.
  • National organisations can not deliver at a local
    level as they fail to connect and integrate
    effectively with local resources and networks.
  • Need to work with natural business and
    community processes to be effective.
  • EDAs with their model of local partnership can
    be a catalyst.
