  • AFEW was founded on 4 January 2001 in Amsterdam,
    the Netherlands.

Last year Ljubljana Presentation on Overdose
  • According to this research
  • 2001 survey administered in 16 Russian cities
    amongst 763 IDUs (opiate users)
  • 59 had experienced overdose, 15 had witnessed a
    fatal overdose, and 81 had seen others overdose
  • The most common drug associated with opiate
    overdose was heroin (74) -- in some cases, a
    home-produced opiates
  • Over half (57) of IDUs said they lacked the
    appropriate skills to treat overdose

After the Conference
  • Dan Bigg (CRA, USA) visited Moscow and provided
  • a seminar to Moscow outreach workers, health
    specialists which included information on
    overdose prevention and the management of and use
    of Naloxone
  • Decision made to pilot Naloxone distribution via
    outreach
  • Determine if legal impediments to Naloxone use
    exist in the Russian Federation (RF)

Togliatti, RF
  • NGO Parents Against Drugs (PAD)
  • HR project initiated in 2000
  • Supported by the Municipal budget, OSI-Russia,
    Imperial College (IC), PSI and other partners
  • The project developed strong outreach capacities
  • Targets opiate (i.e., heroin, khanka, etc.)
    users
  • AFEW has been involved in partnership with PAD
    and IC aimed at research and project development

  • A community survey amongst 426 IDUs took place in
    October 2002
  • 53 (223/419) had ever overdosed
  • of which 57 were men (128/223)
  • 43 women (95/223)
  • 0 to 24 years 49 (109/223)
  • 25 years 51 (114/223)
