  • Contains data on all major paths in the WI
  • Historical data for Dec.1999 to present
  • Contains hourly data for
  • Capacity (MW) of major paths
  • Actual power flow(MW) on each major path
  • Net power scheduled (MW) on each major path
  • Data is incomplete for some transmission paths
  • Tension exists due to market sensitivity of some
    data

Information Sources and Limitations
  • OASIS (Internet Based) - Shows Each Providers
    assessment of unused path capacity (Available
    Transmission Capacity - ATC) calculated according
    to FERC rules. Also Contains a log of each
    reservation request by users. Limited ATC an
    indicator of limited transmission capacity
  • Schedules - Individual schedule information is
    not available, aggregate data is available. Not
    all transmission usage is scheduled.
  • Congestion Pricing information not yet available
    except in CA.

Observations
  • There is substantial data on the existing
    congestion in the western transmission system.
  • While heavy loading of the Transmission system
    points to the need for system reinforcement, a
    comprehensive analysis of all data is necessary
    to determine the economics of system
    reinforcement versus other alternative solutions.
  • Lack of data deemed market sensitive may make
    comprehensive analysis more difficult.
