Gulf Region Division

• Activated on 25 Jan 2004
• Initial Mission was reconstruction which migrated
  to full spectrum engineering support of military
  and civil construction, and logistical services.
• Location
• North-first in Mosul, now in Tikrit
• South-first in Basrah, now in Tallil
• Central-Baghdad

Iraq Reconstruction and Relief Fund (IRRF)

• A unique appropriation
• Concern that it took too long to process IRRF
  transactions
• Tiger team reviewed the entire IRRF de-obligation
  and re-obligation process to identify and
  implement improvements

Process for Transactions by Others (TBO) and
Intergovernmental Payments and Collection (IPAC)

• Multi-Agency Transaction Process
• Initial process worked through DFAS
• Process improvement meant a transition to IPAC

Prompt Pay Interest

• Should GRD be held in time of war to peace time
  standard?
• GRD held accountable for peace time standard
  Interest payment substantially reduced!

• The predisposition not to report
• Even a near violation triggers management to
  review the process
