Proposed LVP-VOC Definition
  • (78) LVP-VOC means a compound or mixture
which contains at least one carbon atom and meets
    one of the following
  • (A) a vapor pressure less than 0.1 mm Hg at 20oC,
as determined by ARB Method 310, section 3.6.3
    or
  • (B) is a compound with more than 12 carbon
atoms, or a mixture comprised solely of
compounds with more than 12 carbon atoms, and
the vapor pressure is unknown or

Proposed LVP-VOC Definition -cont.
  • (C) is a compound with a true boiling point
greater than 216o C, as determined by ARB
    Method 310 section 3.6.2
  • (D) is the weight percent of a mixture that
boils above 216o C, as determined by ARB
    Method 310 section 3.6.2.
  • For the purposes of this definition compound
means a molecule of definite chemical formula and
isomeric structure and mixture means a
substance comprised of two or more compounds.

Proposed LVP-VOC Test Methods
  • ASTM D 86-93
  • Distillation of Petroleum Products
  • ASTM D 2879-97
  • Vapor Pressure by Isoteniscope

Slide 5
6
ASTM D 86 (MLD ES10)
  • Assigns LVP-VOC status based boiling point
  • Comprised of
  • ASTM D 86-93 ? Petroleum Products
  • ASTM D 850-93 ? Aromatic Hydrocarbons
  • ASTM D 1078-93 ? Volatile Organic Liquids
  • Can assign partial LVP-VOC status

Slide 6
7
Isoteniscope (MLD ES08)
  • Assigns LVP-VOC status based on vapor pressure
  • ASTM D 2879-97
  • Applicable to compounds or mixtures

Slide 7
8
Ebulliometry - Under Consideration
  • Assigns LVP-VOC status based on vapor pressure
  • ASTM E 1719-95
  • Applicable to compounds and azeotropes

Slide 8
9
Implementation
  • Sample Received for Compliance Testing
  • VOC Content Complies ? no action taken
  • VOC Content Exceeds Standard
  • notify CD
  • obtain formulation data
  • Verify Formulation and LVP-VOC Status
  • product complies ? no action taken
  • product still exceeds standard ? CD notified

Slide 9

Implementation - cont.
  • Boiling Point gt 216oC
  • Yes Its an LVP-VOC
  • No
  • Assign partial LVP-VOC status
  • Test vapor pressure to determine status

Slide 10

Round Robin Report
  • The Methods Work
  • Continue work with Isoteniscope
