Youth Council Role
  • Conduct Public Meetings at least four times a
    year
  • Hold one or two Public Hearings on issues of
    importance to youth
  • Conduct one educational meeting concerning the
    legislative process
  • Provide testimony before legislative bodies on
    youth related issues
  • Recommend one legislative proposal each
    legislative session concerning issues on slide 4
  • Conduct a Public Awareness campaign to raise
    awareness about the Council among Maryland Youth
  • Work with the State Department of Education to
    grant school credit for Council service
  • Annual Report to the Governor and General
    Assembly

  • A Safe Learning Environment
  • Employment Opportunities
  • Strategies to Increase Youth Participation in
    local and state government
  • Health Care Access and Quality of Care
  • Substance Abuse and Underage Drinking
  • Emotional and Physical Well-Being
  • The Environment

  • Homelessness
  • Youth Access to State and Local Services
  • Suicide Prevention
  • Educational Accessibility Issues for Students
    with disabilities, including access to
  • Schools
  • School-Related Activities
  • Classes

State Agency Roles
  • MSDE
  • The Council will Work with MSDE to grant school
    credit for Council Service
  • Notify High School Administrators of the creation
    of the Council
  • MHEC will notify Post Secondary Institution
    Administrators of the creation of the Council
  • GOC will provide staff support and develop an
    application and application process
  • A member from the Senate and/or a Member from the
    House shall provide staff support

The Council shall set priorities and determine
  • At the first meeting, youth members shall elect
    one of the youth members to serve as the co-chair
  • The function of subcommittees
  • Standards of Conduct
  • Procedures
  • The use of technology to convene or conduct
    meetings or facilitate communications among
    members
  • Review and consider whether the procedures and
    rules used by the GA would be appropriate for the
    council

Youth Membership
  • Youth must be 14-22 years of age
  • The first term of a Youth Advisory Council member
    is from September 1, 2008 to June 30, 2009
  • A youth member may not serve more than two
    consecutive terms.
