6Air Quality Monitoring System
- The air quality automatic monitoring system was
built in 1985, now it consists of 20 monitoring
stations. - The monitoring parameters include PM10, PM2.5,
SO2, NO2, NO,CO, O3, VOC, meteorological
parameters, etc.
7Sino-Swedish AQM Project
- Duration Jan. 2003- Oct. 2006
- Partners Swedish Side
- Chinese Side
- Main Tasks
- Task 1-- Develop operative AQM procedures and
commission the operation of the new organisation. - Task 2-- Development of the technical support
functions. - Task 3-- Evaluation of ongoing air quality
improvement activities in Qingdao. - Task 4-- Study on air-quality improvement
measures followed by feasibility studies on
certain air-quality improvement measures. - Task 5-- Development of an air quality action
plan.

9Concentration of Pollutants
- Urban air quality (annual mean value) has been
within the National Air Quality Standard for
Grade II since 2000
10Air Quality Index
- The percentage of days with excellent and good
air quality in a year has been increased, from
86.8 of 2001 up to 90.7 of 2005
Percentage of excellent good days
Day classification of air quality in 2005
11Air Quality Problems
- The annual mean value of PM10 and SO2 is near
to the limited value of - National Air Quality Standard for Grade II

SO2
NO2
PM10
12Air Quality Problem
- PM10 is the prime pollutant, SO2 pollution is
serious as well in winter
Percentage of the prime pollutant, 2005
Monthly variation of SO2 concentration, 2005
13Action Plan for Better Air Quality
------Objectives
- SO2? NO2? PM10 annual mean concentration of every
monitoring stations reaches National Air Quality
Standard for Grade II - SO2, NO2, PM10 annual mean value of total urban
area should be less than 0.056, 0.028, 0.098mg/m3
respectively. - Total days in excellent and good classgt 330
14Pollution Control
- Industrial SO2, Soot, Dust should be within
emission standard - The total emission of SO2 should be within 114.5
thousand tons, with the decreasing rate 26.3 of
2005. - 95 of vehicles in urban area reach emission
standard of vehicle exhaust gas
15Key Measures
- Energy Structure Improvement
- Industrial Location Industrial Sector
Adjustment - District Heating Enhancement
- Desulfurization of Coal Boilers
- Shutdown of Small Coal Boilers
- Control of Sulfur Content of Coal
- Resuspended Dust Control
- Vehicle Emission Control
- Supervision Manegement Enhancement
