- The energy policy chain, from development to
promotion and implementation - Pro-poor energy regulations, addressing
sustainability, targets, grid connection rules
for decentralised generation, tariffs, etc. - Energy planning for urban, peri-urban and rural
areas - Financing, investments, import / other taxes, and
support schemes for energy sector programmes and
projects, with particular emphasis on SMEs - Promoting best practice in energy services to
meet the needs of the poor

- Training and networking for energy policy makers,
regulators, and planners - Training, networking, mobility and study tours
for energy professionals - Strengthening and reorienting existing Energy
Centres, Agencies, and Industry Associations
8COOPENER - participation rules
- 2nd Call will focus on sub-Saharan Africa and
Latin America - Sahara southwards, incl. South Africa, Cap Verde
Islands, Madagascar - Latin America (in particular Bolivia, Ecuador,
El Salvador, Guatemala, Honduras, Nicaragua,
Paraguay, Peru). - 5 M available for the 2nd Call
- Minimum of TWO European partners from TWO
European countries per project - Projects must involve participants from
developing countries, who must - have clear and substantial roles (see
application forms) - be sub-contractors
