The boundary between transmission and distribution

Cooperation agreements between Elia and DSOs

• The distribution system operators (DSOs) are
  connected directly to Elias grid
• Elia has concluded cooperation agreements with
  DSOs that cover, amongst other things
• - the passing on of transmission tariffs to DSO
  clients via the latter (known as the cascade
  system)
• - the exchange of meter data

New arrangement governing responsibility in
Flanders (1)

• Interruptions of supply and incidents suffered by
  the DSO's customers, the causes of which are
  localised on the transmission system, will be
  handled by the DSO itself under the terms of the
  Connections Regulations
• with the following consequences, amongst others
• The DSO serves as a front office (exchanges of
  correspondence, assessment reports, etc.)
• Settlement of disputes under the terms of
  cooperation agreements between the DSO and its
  users and between the DSO and Elia
