Title: CIRED: presentation by M'S' Vanden Berghe
1THE BOUNDARY BETWEEN TRANSMISSION AND
DISTRIBUTION
CIRED presentation by M.S. Vanden Berghe
24 May 2007
2The Elia group
- Elia was founded on 28 June 2001
- Elia Elia System Operator, Elia Asset and Bel
Engineering - shareholdings in the Belpex and Powernext
power exchanges - Owner and operator of the 380 kV-30 kV HV
transmission system - - 8,000 km of overhead lines and cables
- - 800 HV substations
- - 20,000 pylons
- - system users clients
- 300 companies connected
- 26 distribution system operators
- 50 access responsible parties
- 1,230 staff spread over 12 sites
- NB HV high voltage and MV medium
voltage
3Role of the system operator
- Operator of the 380 kV-30 kV HV system
- operation maintenance development
- Operator of the electricity system
- - key role played by dispatching offices
control centres -
- Market facilitator gt transparent, objective
access - - Belpex power exchange
- - objective allocation of border capacity
- - organisation of the hub
- - system of nominations
- ? via the development of e-business
4Background
- Before 1990 Unerg-Ebes-Intercom
- 1990 Electrabel
- 1997 CPTE ? 30kV-380 kV
- step-down and coupling substations
- 2001 Elia ? 30kV-380 kV
- transformers and incoming MV bays
- Corporate governance
- ? Shareholders Publi-T 30, ELECTRABEL
27.45, - Arco Group 4.3, Publipart 2.55 and the
free float 35.16 - (situation as at 31 December 2006)
-
5The boundary between transmission and distribution
- The injection transformers'output to the MV
network determines where the infeed point is
located - point where the TSO assumes responsibility for
the quality of electricity provided to the
distributors (voltage, frequency, etc.) - boundary of activity between the TSO and DSO
6Qualities of a transmission system
- 380 kV-30kV MESHING to
- optimise the reserve level
- (lt pooling capacity)
- improve the quality and reliability of deliveries
- UNIQUENESS to
- facilitate secure access to the system for the
various players - improve the reliability and efficiency of the
electricity system - ? more predictable operation
- ? better overview of flows in real time
- ? better management of critical situations
- Systems lt 30kV ? radial systems

9Cooperation agreements between Elia and DSOs
- The distribution system operators (DSOs) are
connected directly to Elias grid - Elia has concluded cooperation agreements with
DSOs that cover, amongst other things - - the passing on of transmission tariffs to DSO
clients via the latter (known as the cascade
system) - - the exchange of meter data
-
10New arrangement governing responsibility in
Flanders (1)
- Interruptions of supply and incidents suffered by
the DSO's customers, the causes of which are
localised on the transmission system, will be
handled by the DSO itself under the terms of the
Connections Regulations - with the following consequences, amongst others
- The DSO serves as a front office (exchanges of
correspondence, assessment reports, etc.) - Settlement of disputes under the terms of
cooperation agreements between the DSO and its
users and between the DSO and Elia
11New arrangement governing responsibility in
Flanders (2)
- New arrangement governing responsibility
- - introduction of the contractual link between
system users, DSOs and Elia - - aims limitation of
- the number of procedures (consultation,
introduction of thresholds in contracts concluded
between system users and the DSO, etc.) - the number of conflicts between operators (TSOs
and DSOs) - internal legal and administrative costs
- - benefit of contractual limits on
responsibility stipulated in the Connections
Regulations with DSOs -
