GIRFEC success measures
  • Children get the help they need it when they need
    it.
  • Action improves their situation, supports the
achievement of better outcomes, and reduces risk.
  • More time is spent by workers in direct work with
children and families, and less in bureaucratic
    processes.
  • Children and families say they know about the
services and support available to them, have
confidence in using them believe their needs are
being addressed and their views heard.
  • Communities report being more confident about
services and how community concerns are being
    dealt with.

How many referrals go to a Hearing?
11
System drowning in bureaucracy
  • The number of children attending Hearings as a
proportion of all children referred dropped
    slightly, from 0.8 in 2003/04 to 0.7 in 2004/05.
  • In 2004/05, 24 of cases that went to a Hearing
DID NOT result in compulsory measures

12
There has to be a better way of doing things!
13
What is needed
  • Response which
  • Recognises offending behaviour and addresses it
  • Recognises impact on victims /communities
  • Takes action which is seen as addressing
    behaviour
  • Is effective

14
What will be different in a GIRFEC world
  • Common pathway - single assessment, planning
and review process- changed systems and
    structures
  • Integrated Assessment Framework
  • Single child record
  • Lead professional
  • Less/no referrals managed system
  • Emphasis on action not service
  • Explicit threshold for compulsory measures
