Ambassador Aryasinha will speak about how ethnic
conflicts emerge, how they spill over and get
externalized beyond their borders, and the role
of international actors, NGOs, and diaspora
movements in ethnic conflicts. He will assess
the scope and limits of external action on ethnic
conflicts and address the challenges of making
these actions both more constructive and more
enduring. Ambassador Aryasinha will use Sri
Lanka as a case study of the externalization of
ethnic conflict.
