Background
  • Central TAFE is the oldest and largest TAFE
    College in WA.
  • Central TAFE has
  • 25,000 students.
  • 7 major sites and 2 smaller sites, with 3 sites
    having major HVAC services.
  • 105,300 square metres of floor space.
  • An annual energy bill of 1.244m.
  • An annual maintenance bill of 1.6m.

Energy Smart
  • Energy Smart requires a 12 reduction in
    consumption over 5 years.
  • Central TAFE struggled to achieve the mandatory
    reductions in the first three years because the
    easy fruit had already been picked.
  • A long term strategy to achieve the 12 reduction
    target by the end of the fifth year was then
    developed.

Major Initiatives last 5 years
  • Reduced energy consumption while increasing total
    student hours.
  • Established an Energy and Environmental Committee
    that has met in excess of 80 times. The committee
    investigates and implements energy reduction
    strategies projects.
  • Established a full time position for an
    Environmental Officer to develop and implement
    policy, conservation and waste reduction and
    sustainability strategies.
  • Implemented range of technical projects with a
    focus on energy, water and waste management.

Major Initiatives last 5 years cont.
  • Secured funds for energy and waste reduction and
    recycling projects.
  • Established a College Infrastructure
    Sustainability Committee which is responsible for
    ensuring all infrastructure, capital works and
    asset planning is congruent with sustainability
    principles.
  • Voluntary participation in the Australian Green
    House Gas Challenge.
  • Voluntary participation in Western Powers Peak
    Demand Saver Program.
  • Regular data collection and reporting of site
    based monthly energy consumption to site managers
    through the College's Management Information
    System.

Technical Projectsover last 5 years
  • Ongoing program replacing existing double and
    triple tube fluorescent light fittings with lower
    energy demand single tube maxi light fittings
    with triphosphor tubes. Central has in excess of
    60,000 tubes
  • Installation of reflective window tint to north
    facing windows at East Perth Campus.
  • Installation of a new BMS, electronic VAVs and
    other remedial works at Perth Campus to value of
    700,000.
  • Optimising existing BMS and controls.

Technical Projectsover last 5 years cont.
  • Classroom PCs programmed to go to screen save
    after 10 mins and power down after a further 10
    mins of non-use.
  • Admin PCs programmed to go to screen save after
    10 mins of non-use.
  • Trialling lighting voltage reduction devices to
    gauge their suitability.
  • Installed a small boiler for domestic hot water
    enabling the large HVAC boiler to be switched off
    in summer.

Initiatives for 2006
  • Acquisition of low energy use MFDs to replace
    existing high energy use copiers and printers,
    and to reduce printer numbers by 180 printers
    College wide.
  • Progressive installation of reflective window
    tint to north facing windows on other College
    sites.
  • Voluntary participation in the Western Power Peak
    Demand Saver Program for a further 3 years.
  • Installation of lighting voltage reduction
    devices where suitable.

Initiatives for 2006 cont.
  • Progression of an Energy Performance Contract
    combining facilities maintenance and energy
    management.
  • A feasibility study has outlined
  • Projected energy savings over 5 years of
    1,060,872.00.
  • Projected operational savings over 5 years of
    892,335 on Facility Management contracts.
  • Delivering estimated total savings over 5 years
    of 1,953,207.00. or 14.
  • The next phase is the contract tendering process
    with the contract to be in place on 1st July
    2006.

Project Performance
  • Reduced energy cost from over 1.38 million
    (01/02) to 1.244 million (04/05).
  • Reduced total GJ consumption from 46,086 (01/02)
    to 40,787 (04/05).
  • Increase in EFT students from 16,560 (01/02) to
    19,665 (04/05).
