  (i.e. ground transport of HA supplies not an
  option)

• No apparent electricity/phone present

Engineer Recommendations

• Ship HA supplies via HELO or maritime
• Temporary shelters need to be erected for
  displaced
• Basic services will need to be re-established
  once population is resettled
