SURVIVABILITY OF GROUND FORCES
  • Enhance the survivability of land forces in
    combat operations through the provision of new
    warfighting systems.
  • Incrementally replace the Armys current combat,
    combat support and some combat service support
    systems.
  • Life of type of current land fighting vehicle
    systems (M113AS3 and ASLAV) is around 2020.
  • Commence replacement of some elements of the
    system from about 2015.
  • Year of decision 2011/12 -2013/14.
  • Estimated budget A1b-1.5b.

CAPABILITY NEED GAP
  • Need. Combat vehicle systems are a vital part of
    the combined arms team and allow it to prevail in
    close combat in complex terrain across the full
    spectrum of possible missions. Current operations
    reinforce this need.
  • Gap. Current combat vehicle systems and their
    planned upgrades are adequate for mid-term
    operational scenarios but will become
  • increasingly vulnerable to future threats, and
  • increasingly expensive to operate.

  • Provide enhanced land combat survivability and
    effectiveness, through the provision of combat
    vehicle systems with superior mobility,
    knowledge, survivability, lethality and
    sustainability, that can fight and win combat
    engagements in open or complex terrain.

GENERAL DEBRIEF
  • Achieved primary and secondary objectives.
  • Responses were received from local and
    international combat vehicle system providers,
    specialised platform providers and sub-system
    providers.
  • Confirmed the assessed capability gap.
  • Supported LAND 400 options development and
    viability of specific technology readiness levels.

WAY AHEAD
  • Theres a lot more work required. The RFI has
    provided significant confidence in the costs and
    a good basis to progress.
  • However, this progression needs an understanding
    of more than just Phase 1. It requires (1) a
    Defence-endorsed view of the Army after the
    Enhanced Land Force and (2) what the priorities
    are for Phase 1.
  • The Preliminary Operational Concept will be
    expanded to cover future battle groups in more
    detail, to ensure that manned and unmanned
    platform requirements are fairly considered
    within the Phase 1 prioritisation once the
    Defence-endorsed view is achieved.

SUMMARY
  • Significant work has occurred and is still
    required to progress LAND 400. The LAND 400 RFI
    enabled industry feedback, tested initial cost
    estimations and is supporting LAND 400 towards
    1st Pass. Significant cost pressures on the
    Defence Capability Plan will remain an ongoing
    challenge.
