The Past LQ
  • IAAB in 1999 proposed a 120 credits GETC for
    ABET.
  • Unit Standards-Based Learner Qualification based
    on 8 DoE LAs and 12 Organising Fields of the NQF
    inclusive of Electives developed for ABET
    (Critical Developmental Outcomes).
  • Learning components comprise Fundamentals (36
    credits in Maths and LLC) Core (54 credits
    across a minimum of 4 out of 6 LAs) and Elective
    (30 credits from any of the 12 Organising
    Fields).
  • 48 Credits assigned to ABET Level 3 and 72 at
    ABET Level 4.
  • First ABET- GETC in 2001 (0 CASS Exam _at_ 40
    Pass).
  • Entry Requirement to NC(V) _at_ NQF Level 2 since
    2007.

The Present - Weaknesses
  • The MLMMS split with no choice towards the GETC _at_
    40 to achieve (LQ).
  • The 0, 25, 50 hopeful to 75 SBA standardised
    to a maximum of 5 mean above the mean of the
    standardised examination marks per LA. (LQ)
  • Lack of Clarity on how qualifications are
    formulated namely Discipline/Applied Knowledge
    (Facilitator Expectations). (FQ)
  • Does the NQF (Bill) consider Qualifications
    Outcomes or what is the approach? (FQ)
  • The T in ABET of the Elective LAs (Reconsider
    Assessment Weighting)

The Present - Common Discourse
  • Learner enrolments and achievement vs Educator
    competence.
  • Inadequate or lack of LTSM.
  • Facilitators not knowing what to facilitate US
    or LPs or ...?
  • Rules of Combinations and Concessions for GETC.
  • No proper Conditions of Service.
  • Lack of Guidelines and Manuals to inform good
    practice.
  • Absence of a clear teacher training strategy.
  • Where are the Learning Programmes?
  • Do educators have good Lesson Plans?
  • Where are the assessment training workshops for
    educators?

The Present - Strengths
  • Since 1858 150 years of examination experience
    in SA should lead to enhancement of high quality
    and good indicators to adult education planners.
  • Standardisation of the SBA tasks should lead to
    No statistical adjustment of marks to a maximum
    of 5 mean.
  • Employment of LA Specialists by PEDs is a desired
    trend.
  • Correct placement of learners at ABET Level 4 and
    the two June and November assessment
    opportunities.
  • The current spotlight on adult education hence
    this IEB Conference.
  • The Ministers Call for a New Adult Education
    Landscape.
