Tackling child poverty locally new expectations
- new support

  • Richard Williams, Cornwall Council (Child Poverty
    Beacon)/C4EO
  • Michelle Kennedy, Government Office Child Poverty
    Network/C4EO
  • Daniel Hallam, Department for Communities and
    Local Government

2
  • Our goal is a fairer society where no child life
    is blighted by poverty
  • Its not fair for individuals
  • Effects are felt throughout communities,
    straining local services
  • It makes bad business sense with costs to
individuals, communities and the exchequer in the
    region of 25bn per year

3
Progress has been made but more must be done
4
Ending child poverty means raising incomes and
improving outcomes
Working families should see a clear path out of
poverty
Life chances Every child, whatever their
background can achieve the five ECM outcomes
Income
Outcomes
Those who cant work receive the practical and
financial support they need to lift them out of
poverty
Communities Families live in safe, cohesive and
prosperous communities where children can thrive
5
Reaching this goal means tackling all the causes
and consequences of child poverty, and much of
this depends on high quality local services
6
We can only achieve eradication through action of
all local services
  • Child poverty is experienced in every locality
    across the country
  • Some authorities have already made child poverty
a priority and made excellent progress
  • However the approaches taken and progress made is
    variable
  • We need to renewed approach to ensure that all
authorities and delivery partners step up to the
    challenge of our 2020 goal
  • Legislation can send a clear message that ending
child poverty must be everybodys business

7
The Child Poverty Bill will drive progress at a
national and local level
Higher expectations
a clear vision and definition of success
More accountability
a stronger accountability framework for all
involved in tackling child poverty
  • a clear message that more is needed than central
    Government leadership and national action

Everybodys business
8
The Bill will place new duties on local partners
  • Duty on local authorities and their partners to
co-operate to reduce child poverty in their area
  • Duty to carry out a child poverty needs
assessment and produce a local child poverty
    strategy
  • Duty for local authorities to take their duty to
reduce child poverty into account when preparing
    or revising their Sustainable Communities
    Strategy
  • Power to issue guidance on how these duties
    should be performed

9
The consultation gave local services a chance to
feedback on the issues they face.
  • Lack of knowledge and info expertise/good
    practice/data
  • Conflicting messages and policies from Whitehall
  • Difficulties securing local partnership
    working and ownership
  • Specific regional issues eg. high costs in London
  • Shortage of suitable, affordable housing
  • Complexity of benefits
  • Difficulties in increasing skills and securing
    sustained employment
