5EUROCONTROL Specification on DLS
- Document Approved on 02 March 2009
- Replaces the LINK Baseline document v 1.4
- To be referenced by the AMC20-11 for
airworthiness
6Community Specification on DLS
- EC Mandate to ESO for the development of
Community Spec for Datalink Services Jan 09 - Only ETSI reacted on the mandate
- Mandate states in line with EUROCONTROL Spec,
ICAO, EUROCAE etc. - EUROCONTROL will participate to the ETSI TG-25
meetings - Document approval by the group planned mid
March 2010
7VDL Mode 2 Activities
- White Papers
- ATN A/G Router Proliferation
- Discourage proliferation of A/G Routers with
limited geographical connectivity to be
included in the NPD - ATN Routing Ambiguity following VDL Handoff
- Conclusions to be documented in the Guidance to
Airborne implementers document - Default VDL Service Provider (ACSP) for non-AOC
Operators - Discussion on-going institutional solution
agreed in principle - VDL2 Monitoring (MOON)
- Detect non-compliance to standards as soon as
possible - Interoperability efficiency, protecting
performance spectrum - Monitor traffic growth and timely prepare
channels deployment - Extensively used during the PAs investigations
8VDL Mode 2 Multi-frequency
- EUROCONTROL VDL simulations predict at least
three channels required to satisfy eventual
LINK2000 load - Rapid growth of VDL M2 traffic expected following
introduction of forward-fit mandate in 2011 - Step-wise deployment of 4 VDL M2 protected
channels foreseen (including the CSC) - Need to maintain efficient use of spectrum and
scalability throughout deployment process
It has to work as soon as it is needed!
9VDL M2 Multi-frequency Deployment
- FMG SG/15 in Dec 08 was of opinion that full
sharing of the frequency channels between all
providers would be the most efficient one. - Co-ordination between providers to regulate use
of channel - Avoid congestion
- Maintain stability
- Take account of transition
- LINK2000 will prepare a Discussion Paper to
commence dialogue with providers on co-ordination
10VDL M2 Multi-frequency Validation (1)
- Three phases validation strategy agreed
- Phase 1 Laboratory testing
- Phase 2 Flight trials in a limited VDL2
multi-freq ground implementation - Phase 3 Airline flights in limited VDL2
multi-freq ground implementation - ARINC 750 Troublemaker to emulate failures on RF
link - Permits testing of error cases in Phases 1 and 2
- SITA contracted to support validation via
Maastricht UAC Contract - PM-CPDLC Pioneer avionics will support VDL
Multi-Freq

12ATN Provider AbortsBackground
- Escalating observation of PAs at UAC Maastricht
during 2007-08 - 1 in 20 CPDLC flights affected at start 2007
- Worse than 1 in 10 by early 2008
- Trend suggests progressive deterioration as
equipped traffic grows - Significant risk to successful LINK2000
Operations - Aggressive investigations initiated to understand
origin and identify solutions - Provider Aborts arise from a number of different
causes - Application related
- VDL/ATN Comm related
13ATN Provider AbortsStatus
- Maastricht ES upgraded Nov 08 (35 overall
reduction in PAs) - PAs during CPDLC Establishment reduced to
negligible levels BUT - TP4 interoperability issue exposed with MkII CMU
- Short term workaround expected April 09
- Elevated CNO PAs appear due to single rogue VDR
- Airbus test flight of FIN avionic configuration
Sep 08 - issues identified and corrected in FANS B
- issues identified with VHF920 VDR correction
under way - FIN will upgrade (Mar/Apr 2009) three airframes
with VHF2100 VDRs - Performance will be monitored via LISAT and MOON
- LINK2000 Flight Trials in Dec 08
- No PAs observed
- Several instances of high Channel Utilisation
- Analysis continuing
- Recent increase of BER PAs no VHF920 VDR
involvement
14ATN Provider AbortsWay Ahead
- Continue dialogue with Airbus and RC
- FIN and more recently BER
- Monitor FIN PAs, following introduction of
VHF2100 - Finalise analysis of high Channel Utilisation
observed on LINK 2000 Flight Trials
15L2K Guidance Material Development (1)
- Guidance to Implementers of L2K
- Ground Implementers Airborne Implementers
- Two main parts in each document
- Introduction, system description and to do list
- pointer to existing documents (No overlap)
- NPD, NAP, Gen ACSP, etc
- Lessons Learned/White papers (more detailed
contents) - General tutorial information
- Included in the Ground document Annex and refered
to from the Airborne one - Submitted for LIT review comments
- Comments by end April 09
16L2K Guidance Material Development (2)
- Network Planning Document
- High level guidance on the LINK 2000
communication infrastructure - To be amended with
- institutional solution (preference) to Non
AOC airlines (by alternative ACSP) - ATN A/G Router Proliferation
- Generic ACSP Requirements Document
- Proposed to L2K ANSPs as basis of ACSP SLA
establishment - Version 1.5 released for comments
- Multi-frequency support added
- used as basis for UAC Maastricht Call-for-Tender
for VDL Service
Possible revisions at later stage of Link2000
wide deployment using more real-time statistics
operational feedback
17Link Statistics reporting
- Based on regular (monthly) reports by ANSPs
- Today, performed by Maastricht UAC
- Future, ANSPs joining operations encouraged to
participate - Communication via public web space
http//www.eurocontrol.int/link2000/public/standar
d_page/stats.html - LISAT LInk Statistics reporting and Analysis
Tool
18LISAT Overall perspective
19LISAT status and plans
