Understanding Potential Responses
What interventions can work (efficacy
effectiveness)?
What are the contributing factors?
Problem Identification
What is the problem?

8 5 Key Learning Objectives
- Understand the basics of SI/ME, including common
language and frameworks. - Understand the SI/ME needs and key issues for
participating agencies in a way that encourages
linkages to support development of a unified
national ME system. - Understand the types of data and data systems
that can be used by multiple agencies for
indicator action planning. - Be able to articulate the importance of applied
evaluation and plan studies as necessary to
complement monitoring. - Understand and be prepared to act as a catalyst
for coordination in support of the "3 ones"
principle.
