Current Status of Standardization in Mongolia

• Many new services and latest technologies have
  been introduced under foreign investment and
  assistance
• Currently a total of 4,200 standards are used and
  out of which around 70 is being used in the
  information and communication sector
• Out of total standards 38 comply with
  international standard
• No domestic manufacturing industry of
  communications equipment
• Mongolia uses equipment with foreign technical
  specifications and standards
• National standards Insufficient

• Standard Elaboration Process
• determine standards with priority needs upon
  proposals of communications organizations
• select a standard developer from specialized
  experts and engineers
• expertise the elaborated standard by professional
  and standard version experts
• have analyses and comments from related
  organizations
• have recommendations from the Science
  and technical council at the
  Post and telecommunications authority which
  composed from communications scientists and
  researchers
• Have an approval from the CRC

Telecommunication Standardization Problems

• Telecommunications technology is not domestically
  manufactured, but imported
• First technology is introduced, then standard is
  developed
• Insufficient research and development studies on
  telecommunications standards
• Insufficient policy on telecommunication
  standardization from the government
• CRC (Communications Regulatory Commission)
  develops standards, but it has no right for
  copying and distributing them

Future Objectives on Standardization

• Actions to be taken in the nearest future
• In harmonization with the renewed legal
  conditions to expand the standardization,
  metrology, quality and certification issues
  meeting the international and foreign level,
• To increase the level of international standard
  in the national standards,
• To increase the type of standardization,
  certification and metrology activities,
• To support objectives stated in government
  platform of action in the field of
  standardization and evaluation,

• To develop and implement an integrated policy and
  guidelines of the sector on international
  cooperation and national standardization
• To create a data base of standards and
  recommendations that are used by communications
  operation and maintenance service providers and
  entities
• To elaborate standards of communications end
  terminals
• To formulate terms, classifications and
  determinations of communications networks

• To develop legal acts, interconnection rules,
  standards of equipment, network numbering and
  interconnection between networks
• To develop standards of technical characteristics
  and indicators of radio and television
  broadcasting, radio spectrum regulation and
  monitoring
• To develop standards of new types of services,
  value added service networks and end terminals
  /cellular telephony, paging, data and internet
  etc.,/
