  • Concept of development for NIDB
  • Sources of existing Infrastructure Data
  • US Homeland Security Infrastructure Program
  • CANUS Cross Border Infrastructure Program
  • NIDB Way Ahead for Canada

3
Six Critical Infrastructure Categories
  • Energy and Utilities (electrical power, natural
    gas and oil transmission systems)
  • Communications (telecomms, broadcasting systems)
  • Services (financial, food distribution, health
    care)
  • Transportation (air, rail, marine, surface)
  • Safety (nuclear, SAR, emergency services)
  • Government (facilities, information networks,
    assets)

4

Objectives of NIDB
  • To create a single Critical Infrastructure
Database for use by all Govt Agencies
  • To support Govt planning and Public Safety
    activities.
  • To enhance Situational Awareness and provide
    common operating views.
  • To improve the coordination of Emergency Response
    in times of crisis.
  • To achieve Interoperability with U.S.

  • Feature data extracted from National Topographic
Database (NTDB) _at_ 1250K 150K scales
  • 42 types of buildings from federal to municipal
level (each point given 18 attributes)
  • Categories of Buildings can be quickly selected
  • A good 1st step to identify some critical
    buildings

NIDB - Way Ahead
Potential for cooperation exists between
Federal/Provincial Government Agencies and
Private Industry across Canada US. Federal
level coordination effected through IACG GCC for
Public Safety and GeoConnections Emergency
Response Node. Challenge is to acquire funding
and fuse the data from the various public and
commercial Critical Infrastructure sectors.
  • PSEPC, NRCan DND are Lead Federal Govt
    Agencies
  • CCOG support for NIDB Resolutions F03-02
    F04-10
  • Business case and cost estimates for NIDB by
    Spring 05
  • 2M/yr Funding from GeoConnections Renewal TBC

34
Whereas CCOG acknowledges that their federal,
provincial and territorial members possess
numerous Geospatial databases that would be
valuable to assist in the development of an NIDB
and in support of emergency planning and other
operational defence and security activitiesBe
it resolved that CCOG encourages and endorses the
concept that members freely provide necessary
Geospatial data sets as may be requested by
National Defence, or other national security or
emergency coordination agencies (or agents on
their behalf) Be it further resolved that upon
request the data be provided freely for national
defence and security purposes, and that the data
users would not be permitted to re-distribute the
products to third parties which may compromise
Council members existing data distribution and
cost recovery activities.
CCOG 2003 Resolution F03-2
  • Geospatial Data Access for National Security and
    Emergency Response Purposes
