1. Entitlement
  • Memo from Provost to Associate VP includes
  • Need and market demand
  • Relation to institutional mission
  • Relation to other UW System programs/submajors
  • Resources needed and projected source
  • Preliminary review by Associate VP

  • Circulated to all provosts and comments returned
    to Associate VP at acss_at_uwsa.edu
  • Sometimes may not proceed further
  • Associate VP approves or denies entitlement
  • When entitled, institutionhas 5 years to
    receiveauthorization

2. Authorization
  • 3 person Program Review Committee appointed
  • Program proposal developed by institution
  • 2 outside reviews of proposed program
  • Proposal approved by campus governance
  • Committee reviews documents to finalize proposal
    draft executive summary

  • Provost submits final documents to Associate VP
  • Senior VP places on BOR agenda
  • Presentation to Education Committee
  • At next meeting, Education Committee makes
    recommendation and forwards to full board for
    action

3. Implementation
  • Upon approval by BOR, institution has 5 years to
    implement program
  • Provost notifies Associate VP in writing of date
    programis implemented

4. Joint Review
  • 5 years following implementation, collaborative
    process by
  • 3 person Joint Review Committee
  • 1 Provost representative
  • 1 other institution person
  • 1 representative from ACSS
  • Program faculty/staff produce self-study

  • Institution solicits 2 outside reviews
  • Committee drafts brief summary of findings and
    makes recommendation to Provost
  • Provost requests Associate VP to continue,
    modify or discontinue program
  • Associate VP reviews request and notifies
    institution of decision

What about Distance Education?
  • Definition of a distance education program
  • When 50 or more of courses in a degree or
    certificate program are offered through distance
    education, the program needs approval from the
    standing Committee on Distance Education.

  • NEW Academic Program
  • Proceeds through new program approval process as
    usual, and addresses additional points specific
    to meeting Standards for Academic and Student
    Support Services in Distance Education.

  • To convert an existing program
  • Institutions submit a proposal to the Associate
    VP, ACSS, requesting that an existing program be
    offered through distance technology
  • Proposal will be referred tothe standing
    Committee on Distance Education

  • How program will adhere to Standards
  • Market data to justify offering program via
    distance
  • Collaborations with UW institutions or other
    organizations
  • Costing methodologies to determine distance
    education fees or tuition adjustments.

Electronic Transmission
  • Institutions are encouraged to submit entitlement
    requests and authorization documents
    electronically to acss_at_uwsa.edu

  • Involve the ACSS planner assigned to the program
    early in the process
  • Work with the campus program planning liaison in
    the Provosts office
  • Remember the manual and web resources to provide
    model documents
