TEMPUS III Programme

• Target
• This EU Programme is designed to help the
  transition and reform of the HE sector in the
  Partner Countries
• TEMPUS is an educational and not a research
  programme.
• Activities
• Joint European Projects (JEPs)
• Structural and Complementary Measures (SCMs)
• Individual Mobility Grants (IMGs)

TEMPUS III Programme

• Participating countries 25 EU-Member States and
• TACIS Armenia, Azerbaijan, Belarus, Georgia,
  Kazakhstan, Kyrgyzstan, Moldova, Russian
  Federation, Tajikistan, Turkmenistan, Ukraine,
  Uzbekistan
• MEDA Algeria, Egypt, Jordan, Lebanon, Morocco,
  Palestinian Authority, Syria, Tunisia and Israel
  on a self-funding basis
• CARDS Albania, Bosnia-Herzegovina, Croatia,
  Former Yugoslav Republic of Macedonia, Kosovo,
  Montenegro and Serbia

• New or up-dated curricula and courses
• New training methodologies
• Coherence with the Bologna Process
• University Management
• Reform governance and finance
• Reinforce management capacities
• Create or up-date central services
• Training Courses for Institution Building
• Provision of skills-based training to

• Co-development of targeted training courses
• Focus on non-academic trainees from public and
  private sectors

• Consortium requirements
• Minimum of one university from each Partner
  Country involved in the project
• Minimum of two EU partners from different EU
  Member States (1 EU university and 1 EU
  university or non-academic institution or
  company)
• Funding options
• Co-financing of up to 95 of the eligible project
  costs,
• up to a maximum grant of
• 500.000,- for a 3 years project (not possible
  for the last call !)
• 300.000,- for a 2 years project

Structural and Complementary Measures

• Structural Measures
• Development, acquisition and upgrading of skills
  and instruments necessary for nation-wide -
  structural reform
• Support to its planning, preparation, undertaking
  and implementation
• Complementary Measures
• Build on well-established higher education
  programmes, courses or actions at institutional
  level which are of nation-wide relevance for
  higher education reform

• Involvement of the Ministry of Education
• Two Options
• Participation of the Ministry in the consortium
• Written endorsement of a SCM proposal

Individual Mobility Grants

• Type 1 Prepare a new TEMPUS project
• Invited to participate in the design of a
  project within an existing EU partnership

• Attend a scheduled and evidently useful event
  (fees of any kind cannot be granted)

  or dissemination
• Retraining / study periods, collaborations on a
