- Target
- This EU Programme is designed to help the
transition and reform of the HE sector in the
Partner Countries - TEMPUS is an educational and not a research
programme. -
- Activities
- Joint European Projects (JEPs)
- Structural and Complementary Measures (SCMs)
- Individual Mobility Grants (IMGs)
3TEMPUS III Programme
- Participating countries 25 EU-Member States and
- TACIS Armenia, Azerbaijan, Belarus, Georgia,
Kazakhstan, Kyrgyzstan, Moldova, Russian
Federation, Tajikistan, Turkmenistan, Ukraine,
Uzbekistan - MEDA Algeria, Egypt, Jordan, Lebanon, Morocco,
Palestinian Authority, Syria, Tunisia and Israel
on a self-funding basis - CARDS Albania, Bosnia-Herzegovina, Croatia,
Former Yugoslav Republic of Macedonia, Kosovo,
Montenegro and Serbia

- Focus on non-academic trainees from public and

- Consortium requirements
- Minimum of one university from each Partner
Country involved in the project - Minimum of two EU partners from different EU
Member States (1 EU university and 1 EU
university or non-academic institution or
company) - Funding options
- Co-financing of up to 95 of the eligible project
costs, - up to a maximum grant of
- 500.000,- for a 3 years project (not possible
for the last call !) - 300.000,- for a 2 years project

8Structural and Complementary Measures
- Structural Measures
- Development, acquisition and upgrading of skills
and instruments necessary for nation-wide -
structural reform - Support to its planning, preparation, undertaking
and implementation - Complementary Measures
- Build on well-established higher education
programmes, courses or actions at institutional
level which are of nation-wide relevance for
higher education reform

- Consortium requirements
- Minimum of one university from each Partner
Country involved in the project - Minimum of two EU partners from different EU
Member States (1 EU university and 1 EU
university or non-academic institution or
company) - Involvement of the Ministry of Education
- Two Options
- Participation of the Ministry in the consortium
- Written endorsement of a SCM proposal

- Civil society organisations
- Indicative duration of specific project
activities - Seminars 1 week
