  • January 22 2009

CPUC - Role
  • Authorizes Investor Owned Utilities (IOUs) to
    construct electric facilities (new or expanded
    substations and new and upgraded transmission
    lines greater than 50 kV) via Certificate of
    Necessity and Public Convenience (CPCN) (for
    projects 200kV and above) or Permit to Construct
    (PTC) (for projects between 50 and 200 kV and
    substations)
  • CPUC issues CPCNs and PTCs for all IOU owned
    transmission lines (regardless of who does the
    environmental review)
  • For projects greater than 50 million, the CPUC
    caps the cost of the projects (PU Code 1005.5)
  • Determines economic, reliability, and /or
    renewable need of a project
  • Consider costs to the ratepayers (Transmission
    Orders approved by FERC)
  • Consider the Cost to the Environment through the
    CEQA process.
