main stake holders to oversee the process. - Expert Group to do the actual work of preparing
national e-documents following UNeDocs

a regional basis. In this sense we suggest a
project for a common document set for intl trade
for TRACECA. - Benefits - efficient paper document system,
cutting red tape harmonization of cross border
documetary procedures - UNeDocs can provide support on this phase
throught capacity building helping prepare the
set of aligned trade documents. The UNeDocs
International Document Set (IDS) can be used for
this purpose.

- Output a Data model for national trade documents,
based on international standards (UNTDED, WCO
data model) - technology/syntax independent. - Tasks
- organizational work in the HLSC of main stake
holders - experts group to prepare the national Documents
following the UNeDocs specifications. Each
Document will be based on the UML data model. - Benefits - readiness for automation of
procedures, improving business processes
cross-border facilitation of trade and transport. - UNeDocs can support by providing IDS Generic data
models, Tools technologies, expertise
capacity building help for regional
harmonization.

in XML which is semi-automated generation based

- Outputs
- exchange of Information (within and across
borders) in advance of the actual movement of the
consignments, - possibility to set up Electronic Single Windows,
- create the foundations for Digital Services (ex.
UNeDocs Web Services for digital Documents using
a remote server). - eBusiness eGovernance Policies are developed on
this level. - Tasks primarily for the HLSC of stake holders.
The e-docs should be integrated into the IT
systems of the stakeholders. Reaching SMEs and
individual actors we call Last mile
connectivity . - Benefit creation of the fundament for any form of
automation of documentary procedures. - UNeDocs can support by Capacity building, last
mile technologies, Reseach Development UNeDocs

10Key importance of harmonization
- If countries harmonize documents and required
data (and then all set of trade and transport
documents) UNECE can help with tools evaluate
alignment of national forms with UN Layout key,
electronic documents and Single Window. - Political will needed support from the
countriesw and existing structures (SECIPRO),
donors (EU, World Bank, States, private sector,
etc.). - (Project for a harmonized set of documents in SEE)

Capacity building
Countries can be on different levels of the
stairway. They must choose what they want.
16What should countries do?
- 1. creating a national e-document strategic
vision - 2. making a review of the UNeDocs documents
- 3. focusing on one or two key documents (from the
IDS) - 4. investigating feasibility for cross border
exchange of electronic documents - 5. establishing and/or strengthening cooperation
with international organizations - 6. Building support for a pilot project
creating a data model - A key point to be born in mind is that before
starting implementation financing and donor
support should be guaranteed, and a resource plan
developed.
172. UNECE-SECIPRO capacity-building proposal
- Capacity building seminars
- One launching seminar in a centrally located city
with participants from all countries. - Three working seminars, e.g. in Serbia and
Montenegro, Moldova (or Romania), and Bulgaria
(for several countries) on trade facilitation and
e-business. - One seminar drawing the conclusion of the
programme again in a centrally located city.

capacity-building in trade facilitation and
