The Civil Service

• The civil service is composed of the people who
  do the administrative work of the government.
• Political ties were how people got these jobs in
  the beginning.
• This is called the spoils system. It led to many
  unqualified people filling positions.

The Civil Service

• The Pendleton Act provided the foundation of
  hiring on merit.
• These people are now given exams.

The Civil Service Today

• People are given positions based on merit and
  performance.
• The Office of Personnel Management now does the
  hiring and firing.
• The Merit Systems Protection Board oversees that
  people are evaluated by merit.
• Equal opportunity and pay is a big part of the
  Civil Service.

Political Activities

• Civil Service employees were not able to become
  political figures.
• Today they are allowed more political freedom on
  their own time.
