2Methodology
- CDM Approved Consolidated baseline and monitoring
Methodology ACM0013 - Methodology is applicable to
- Only new electricity generation plants using more
efficient power generation technology - Not for cogeneration power plant
- The baseline fossil fuel is used in more than 50
of total generation - Availability of data on fuel consumption and
generation of the power plants
3Applicability of Methodology Applicable to new
coal based generating units with supercritical
parameters (More Efficient Technology)
Supercritical technology efficiency is about 2
higher than conventional technology ( Sub
Critical technology)
4Baseline emissions (BE) are calculated by
multiplying the electricity generated in the
project plant (EG) with a baseline CO2 emission
factor (EF), as follows BEy EGy

5Baseline Emissions As per methodology ,only CO2
emissions from fossil fuel combustion in the
project are to be considered.
6Baseline Emission Factor (EF) is the lowest
value between following two options Emission
factor of the technology and fuel type that has
been identified as the most likely baseline
scenario (Option 1) and Emission factor
determined based on the performance of the top
15 power plants that use the same fuel as the
project plant and any technology available in the
geographical area. (Option 2)

- The emission factor of the technology and fuel
identified as the most likely baseline scenario
is calculated as follows - EF MIN(EFBLF, EFPJF,) 3.6

8In case of INDIA The most likely baseline
scenario is construction of power plant of size
500MW based on coal and the fossil fuel to be
used in the proposed project activity is also
coal
9Emission factors (option1 )has been calculated
with following scenario Case 1 Baseline Coal
Sub Bituminous coal Project Coal Sub
Bituminous coal (Indian Coal)
Case 2 Baseline Coal Sub
Bituminous coal Project Coal - Other
Bituminous coal (Imported coal)
(Calculations have been done based on Emission
factor taken from IPCC defaults and also with
National Communication defaults)
Minimum Emission factor calculated (Option 1)
0.987 tCO2/MWh
10Option 2 Emission factor of top 15 performer
power plants
- Identify sample group of power plants based on
- Using same fossil fuel as of proposed project
- that the Projects are constructed in last 5
years - The capacity of projects must be in the range of
50 to 150 of the rated capacity of the CDM
project. - Sample group must comprises of at least 10 plants.
11- Calculate the operational efficiency of each
power plant identified in the sample group - Select top 15 top performers plants. Calculate
emission factor from these plants. - Top 15 performer group should be enlarged until
the selection represent at least 15 of the total
generation of sample group plants.
12- The proposed supercritical units that are
proposed to be installed are of the range 660 MW
to 800 MW. Therefore according to conditions for
selection of sample group given in step above (
50 to 150 criteria), unit sizes above 330 MW up
to 1000 MW are to be identified for the sample
group. - Therefore all units between 330MW to 1000MW size
units were selected in the sample group.(coal
based 500MW units)
13The sample group of plants satisfying the above
mentioned criteria were 14 units of 500MW.
14Top 15 performer power plants
Top performers
Two plants are selected as they are generating
more than 15 of the total generation of the
plants selected in sample group
15The emission factor accordingly has been
calculated for option 2 as 0.941 tCO2/MWh. As
per the methodology minimum of option 1 and
option 2 is to be taken as baseline emission
factor i.e Minimum ( 0.987, 0.941)
Baseline emission factor 0.941 tCO2/MWh for the
year 2007-08
