• Michigan has purchased two interoperable mobile
  medical facilities from Western Shelter Systems
  that have the capability to join as a statewide
  140-bed mobile facility, known as the MI TESA
  Medical Unit

Purpose

• Hospitals in Michigan have incorporated the
  ability to surge above the average daily census.
  
• However, during an incident when a communitys
  existing medical capabilities are overwhelmed,
  mobile medical facilities are an alternative to
  traditional healthcare.
• The move to purchase MI TESA Medical Unit came as
  part of efforts by the Michigan Department of
  Community Health Office of Public Health
  Preparedness, to improve the states response to
  a disaster and prepare for the possibility of an
  influenza pandemic.
• Hurricane Katrina demonstrated the utility of
  such mobile medical facilities.

Mission

• Provide medical services primarily to patients
  who are exhibiting symptoms or conditions similar
  to
• Chronic obstructive pulmonary disease (COPD)
• Asthma
• Congestive heart failure
• Chronic pain syndrome or behavioral conditions
• Patients needing IV hydration and IV antibiotic
  therapy
• Patients expected to be released within 23-hours
  of admission
• (patient profile is consistent with the type of
  care most recently rendered during Hurricane
  Katrina)
• Operated by strike teams throughout the state
