Background

• PTCS Specifications require that work be done by
  technicians who are trained and certified by
  Climate Crafters or equivalent independent third
  party
• Climate Crafters ceded control of the PTCS
  Specifications to the RTF
• Climate Crafters maintained control of the
  training, certification and quality assurance
  (including data base management)
• RTF asked by IPC to determine equivalency of
  alternative independent third party training,
  certification and quality assurance organization
