Title: Integration of EMS with proposed OHS Standard

1
Integration of EMS with proposed OHS Standard
  • Scott Richter
  • Session 6
  • Performance Track 2004 Conference, Baltimore MD
  • April 22, 2004

2
ANSI Z10 vs. 18001
  • ANSI Z10
  • Will be a USA national standard in 2004
  • Developed in open, transparent process (mfg.,
    labor, insurance, chamber, etc)
  • See www.aiha.org for more detail
  • BSI 18001
  • Not a standard, even in UK
  • Developed by 10 CRBs and BSI, NSAI, and SABS
  • BSI and NSAI are also CRBs
  • Revised and adopted as standard by some countries
    (Australia, China, Israel, )

3
Comparing ISO 14001 elements to Z10 requirements
  • 4.1 General requirements
  • essentially the same in Z10
  • 4.2 Environmental policy
  • not fully inclusive in Z10
  • a) appropriate to nature, scale
  • d) provides the framework for setting and
reviewing objectives and target although this is
    captured elsewhere in Z10
  • In Z10 but not 14001
  • Effective employee participation in OHSMS

4
Comparing ISO 14001 elements to Z10 requirements
  • 4.3.1 Environmental aspects
  • Essentially the same but contained in different
    titled section
  • 4.3.2 Legal and other requirements
  • Addressed but no procedure required in Z10
  • 4.3.3 Objectives and targets
  • Essentially the same but different terminology

5
Comparing ISO 14001 elements to Z10 requirements
  • 4.3.4 EMS programs
  • Essentially the same, but Z10 requires defining
    measurement of progress
  • 4.4.1 Structure and responsibility
  • Essentially the same, but Z10 requires
participation by its employees at all levels
  • 4.4.2 Training, awareness and competence
  • Close but Z10 more prescriptive, assess and
    define the competence needed

6
Comparing ISO 14001 elements to Z10 requirements
  • 4.4.3 Communication
  • Z10 focuses on employees rather than external
    parties
  • 4.4.4 EMS documentation
  • Essentially the same
  • 4.4.5 Document control
  • Z10 weaker, does not include reference to review,
approval and removal as clearly as ISO 14001

7
Comparing ISO 14001 elements to Z10 requirements
  • 4.4.6 Operational control
  • Z10 much stronger with sections on
  • Initial and ongoing review
  • Assessment and prioritization
  • Hierarchy of controls
  • Design review and Management of Change
  • Procurement
  • Contractors

8
Comparing ISO 14001 elements to Z10 requirements
  • 4.4.7 Emergency preparedness and response
  • Z10 does not include reference to review and
    revise
  • 4.5.1 Monitoring and measurement
  • Essentially the same but different terminology
  • 4.5.2 Nonconformance and corrective and
    preventive action
  • Essentially the same, but 14001 refers to
    appropriate to the magnitude

9
Comparing ISO 14001 elements to Z10 requirements
  • 4.5.3 Records
  • ISO 14001 has to demonstrate conformance to
    clause
  • 4.5.4 EMS audit
  • Essentially the same but Z10 refers to
    including achieving the objectives
    established
  • 4.6 Management review
  • Z10 much more comprehensive

Summary
  • Some variation, mostly due to subject matter
  • Requirements from one standard would not harm
    other standards requirements
  • Integration of ISO 14001 and Z10 standards CAN
occur and should certainly be encouraged

17
Additional information
  • Visit www.aiha.org and click on committees /
    Z10 for more info
  • Z10 document available for public comment this
    summer
  • Unlike OHSAS 18001, Z10 was developed in open,
    transparent, and consensus-based manner as
    required of standards
