Conclusion

• Establish up front expectations for evaluations
  and proposals both requiring activity and
  contractor will expect this
• Once known, they will write to what you need
  you are training them
• Dont be afraid to question the requiring
  activity/program management office
• Its our job to understand the requirement and
  ask questions beyond
• Return technical evaluations when they do not
  meet your expectations
• Let the office know why you are returning it
  what do you really need!
