Title: AsiaPacific Metrology Programme
1Asia-Pacific Metrology Programme
The Asia-Pacific Metrology Programme
A Brief Overview
2THE IMPORTANCE OF MEASUREMENT
Asia-Pacific Metrology Programme
- A sound measurement system is fundamental to the
production and delivery of high quality goods and
services in society. It provides the basis for - industrial development, e.g., manufacturing
processes, product testing, food processing, - fair trading and consumer protection in the
domestic and international arenas, - consumer confidence,
- health and safety,
- environmental monitoring,
- adoption of new technology and
- scientific advances
- It provides the framework in which manufacturers
can demonstrate compliance with specifications
within an internationally harmonised system.
3THE ROLE OF INTERNATIONAL METROLOGY
Asia-Pacific Metrology Programme
- Maintain consistency in world measurement at the
highest levels - Work towards consistency in national structures
- Provide the technical basis for product
specifications, national and international
legislation, etc. - Reduce technical barriers to trade
- Encourage collaboration between NMIs
- Liaise with other international and
inter-governmental bodies so as to advance the
aims of traceable measurement
4WHY SHOULD DEVELOPING COUNTRIES PARTICIPATE IN
INTERNATIONAL METROLOGY?
Asia-Pacific Metrology Programme
- TRADE IS THE KEY TO WORLD GROWTH AND THE
REDUCTION OF POVERTY - . . About 80 of global merchandise trade is
affected by standards and regulations that embody
standards. (R Kammer, previous Director of NIST,
USA). - . .70 of the burden on developing countries
manufactured exports results from trade
barriers. ( World Bank) - Participation in international metrology provides
developing countries with a voice in - international discussions and ensures they are
kept abreast of relevant international - trends benefits that translate to support for
and facilitation of technology transfer - within the domestic environment.
5Asia-Pacific Metrology Programme
- Regional groupings of national or peak
laboratories established - to develop metrology within geographical/
economic regions - to establish mutual confidence and
- to establish the degree of equivalence
between national measurement standards.
What are Regional Metrology Organisations?

9Asia-Pacific Metrology Programme
- Information exchange on measurement standards
and capabilities - Training of personnel to upgrade measurement
capability within the region - Traceability of measurement through calibration
and comparisons of national/territorial
standards - Extend collaboration with BIPM and with
counterpart RMOs - International credibility for measurement
traceability and competence assisting
participation in the global Mutual Recognition
Arrangement (MRA) for measurement standards
and calibration certificates issued by
National Metrology Institutes - Support APEC objectives - cooperation with
other regional bodies, APLAC, APLMF, PAC and
