4A major deterrent for students seeking to study
abroad is the higher cost, whether real or
perceived, that it entails. Supporters of study
abroad should join forces to see that students
and their advisers are fully informed about the
possibilities of receiving financial aid while

financial aid process?
11Establishing a contractual agreement is an
important element in the use of federal financial
aid for a program sponsored by an institution
other than a students home institution.
Government regulations take the position that in
such cases the students home institution is
subcontracting out a portion of the students
education. Since the home institution is
awarding the degree, that institution is still
considered the primary provider of educational
services, and thus federal financial aid may be
used to cover the costs of a subcontracted
