Aboriginal Issues
- Special Assembly is to discuss and prepare for
the upcoming First Ministers Meeting on
Aboriginal Issues (FMM) scheduled for Nov. 25,
2005. - Priority areas to be addressed at the FMM include
Relationships, Education and Housing, as well as
Health (continued from Blueprint process
following 2004 FMM on Health). Economic
Opportunities is an added topic during the
process that will be linked to priority topics
but not treated in depth.
3Key Milestones Leading to FMM
- 2003 Speech from the Throne commitment to work
with Métis leadership and provinces to find the
place of the Métis in federal policies (October
2003) - 2004 Federal Budget commits 20.5M for one year
to address the implications of Powley decision
(February 2004) - Leadership of AFN, ITK and MNC meet with Prime
Minister and agree to collaboratively plan a
national summit to renew the relationship between
First Nations, Inuit and Métis Nation (March
2004)
4First Ministers Meeting on Health
- In September 2004, in advance of the First
Ministers Meeting on Health, the Prime Minister
held a Special Meeting on Health with Aboriginal
Leadership. - Key commitments included
- 700M to various Aboriginal health initiatives
- Collaborative development of an Aboriginal Health
Blueprint to be approved by First Ministers and
Aboriginal Leadership - Convening a FMM dedicated to Aboriginal Issues
for Fall of 2005.

6Métis Nation Participation
- FMM preparations have been based on three
distinct peoples First Nations, Inuit and Métis. - Priority areas to address were decided on and
have been explored in collaborative working group
process in spring, followed by negotiations and
drafting process, and guided throughout by the
FMM Steering Committee (Deputy Ministers of
Aboriginal Affairs and Officials from National
Aboriginal Organizations) - Throughout all stages, the Métis Nation has been
seeking Métis-specific commitments in all agenda
areas.
7Métis Nation Participation (Contd)
- Many of the tabled proposals come from Roundtable
consultations and other consultations. These
proposals will be further elaborated on at this
Special Assembly. - The Métis Nation is now in final stages of
negotiations and identification of announcements
with the federal and provincial government to be
made at FMM.
