What will be covered in the presentation?
  • Educated Otherwise Than At School (EOTAS) pupil
    level data collection
  • Local authority duty to identify children missing
    education
  • Whats on the horizon?

EOTAS Data Collection
  • The collection will focus on those educated
    otherwise than at school as defined in Section
    19(1) of the Education Act 1996 i.e. those
    children of compulsory school age who, by reason
    of illness, exclusion or otherwise may not for
    any period receive suitable education.
  • Local authorities will be required to provide the
    Welsh Assembly with pupil level data for all
    pupils for whom the LA is financially responsible
    for the provision of education whether that be in
    PRUs or in other forms of alternative
    provision.
  • The EOTAS collection will replace the current
    paper based STATS1 collection from PRUs.
    However, this does not mean that PRUs should not
    be encouraged to maintain their own pupil data
    where possible and LAs may wish to consider how
    data maintained by PRUs could be supplied to them
    electronically to help form part of the return.
  • The first collection will take place in January
    2010.

EOTAS Data Collection - Aims
  • To plug the gap in pupil data in respect to those
    pupils not in school and provide additional data
    on those pupils previously in school, but no
    longer on a school roll as well as data on those
    who may never have been on a school roll.
  • To inform evidence based policy on a group that
    historically we have had little data on. It is
    expected that the data which is used to complete
    the return will be regularly maintained and
    monitored by the local authority providing them
    with ongoing data about this vulnerable group of
    children.

EOTAS Data Collection Use of data
  • Can be linked with other assessment and
    attainment data and will allow schools and LAs
    to quickly and accurately carry out previously
    complex statistical analyses.
  • ensuring a greater accuracy of pupil level data
    to help schools and LAs to adhere to the
    principles of the Data Protection Act (DPA).
  • This collection will support LAs in the new duty
    to identify children missing education in their
    area.

What data will we require?
  • The majority of data items should already exist
    in local authority MIS.
  • Wherever possible we have tried to align the
    basic structure of the XML output to that of
    existing data collection returns from schools.
  • There are three items in the collection which are
    new to CBDS and are specific to this data
    collection.
  • Category of Provision pupil level data item to
    identify the category of provision for each pupil
    based on the provision scheduled for the census
    week. The pupil will either be placed in a PRU
    or another form of EOTAS provision (FE College,
    work related education etc). This will be a
    repeatable field.
  • Hours of Provision - to identify the number of
    hours of provision made for each pupil in the
    week of the EOTAS collection. The hours of
    provision for each category during the week of
    the census should be included.

  • Elective Home Education - Currently, there is no
    legal basis under which authorities can collect
    personal data about pupils educated at home by
    parents i.e. not paid for by the authority.
  • Authorities are expected to be aware of such
    pupils, especially where a parent has given
    notice to a school that a parent is withdrawing
    the pupil from school to educate the pupil at
    home.
  • This is an establishment level data item rather
    than a pupil level item. The item will be a
    headcount of pupils by reference to gender and
    age. Age will be determined as age at the
    preceding 31 August.

Children Missing Education
  • The Welsh Assembly Government intends to commence
    Section 436A of the Education Inspections Act
    2006 which requires that local authorities must
    make arrangements to enable them to establish the
    identities of children residing in their area who
    are not receiving a suitable education.
  • The duty applies in relation to children of
    compulsory school age who are not on a school
    roll, and who are not receiving a suitable
    education otherwise than being at school.
  • The purpose of the duty is to make sure that
    children missing from education are identified
    quickly and effective monitoring systems are put
    in place to ensure that action is taken to
    provide them with suitable education.
  • Local authorities will be responsible for meeting
    the requirements of the duty. They will need to
    put in place arrangements for joint working and
    appropriate information sharing with other local
    education authorities.
  • We plan to commence the new duty on 1st April
    2009

Scoping Study
  • Scoping study on Data Management and Information
    Sharing Solutions under The Children Act 2004.
  • The aim of the study is to identify the range and
    scope of work that is already taking place within
    the Assembly Government, elsewhere in Wales and
    across the UK to establish, operate and manage
    systems that record and identify specific
    individualised child and young person data
    including, accessing that data within and across
    agencies.
  • In the light of that work, and in the context of
    Sections 25 to 29 of the Children Act 2004 and
    recommendation 17 of the Laming Report, to
    suggest options for improving data management and
    information sharing by building on existing
    models or creating new ones for Wales.

Whats on the horizon? - Flying Start Data
Collection
  • Currently scoping out the requirements for a
    pupil level data collection on children
    participating in the Flying Start programme.
  • This return would apply to local authorities.
  • This will involve the collection of data on
    children aged between 0-3 years engaged in Flying
    Start funded programmes.
  • Initial thinking is that local authorities will
    need to generate a UPN for all Flying Start
    children which will follow the child through into
    maintained sector education.
  • Data could include pupils accessing free full and
    part-time childcare places and language and play
    courses available through the programme.
  • We are exploring the possibility of introducing
    this collection in 2011.

Whats on the horizon? - Early Years Data
Collection
  • Currently scoping out the requirements for the
    development of a pupil level data collection of
    3-4 year olds in non-maintained settings funded
    as part of the Foundation Phase.
  • This return would apply to local authorities.
    3-4 year olds receiving provision in maintained
    settings will be picked up through the PLASC.
  • As with Flying Start the local authority would be
    responsible for generating the UPN for those
    children entering the system in a non maintained
    setting. This UPN would then follow them though
    into maintained sector education.
  • We are exploring the possibility of introducing
    this collection in 2011.
